• <br />City Council Minutes 10-14-02 -Page 2 <br />Mayor Malone presented La Porte High School with a proclamation recognizing "Orange <br />and White Week". <br />Mayor Malone presented Jim and JoAnn Fonteno with a proclamation recognizing <br />"Commissioner Jim Fonteno Day". <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS CITY COUNCIL <br />Craig Wooten of First National Bank withdrew his request to speak. <br />Steve Helm, a .Developer, spoke regarding the September 23, 2002 City Council Meeting, <br />there was proposed action to be taken regarding the ordinance amending the zoning <br />regulations dealing with mid and high-density residential development. Mr. Helm's two <br />concerns at the last meeting were the 2500-foot rule and the limitation of 180-units per <br />development. Mr. Helm understands the 2500-foot rule will be discussed later in this <br />meeting. The 180-unit rule will be addressed in that action; he requests this to be <br />reconsidered to 200 units. At 200 units, the density on the site (the corner of Luella and <br />Fairmont Parkway) would be 9.63 units per acre. This is well below the 14 units per acre <br />that is proposed. The site is 22.355 acres, there's a 1.59-acre commercial tract, which <br />would leave 20.7 acres on the balance of the tract. We would like the Council and <br />Planning Commission to approve building 200 units. <br />Reverend Tom Rawls of Grace Baptist Church of La Porte spoke in favor of City <br />Manager, Robert Herrera. <br />Charlie Perry of 127 North 4`h Street, La Porte, Texas, spoke in favor of Mr. Herrera. <br />Bill White of 10331 Collingswood, La Porte, Texas, thanked Council for giving the public <br />the opportunity to speak. He, too, supports Mr. Herrera. <br />Reverend Wayne Spears of Fairmont Park Baptist Church of La Porte, Texas, spoke in <br />favor of Mr. Herrera. <br />Loretta Gazdner of Prudential Gary Green Realtors, represents Cathy Glash, a landowner <br />trying to sell a 2-acre tract on the corner of East Bayou, with over 200 feet of water <br />frontage in Shady River, which needs driveway access. <br />Penny Garcia of 31 l 0 Oaken Lane, La Porte, Texas, is still concerned with Fainmont Park <br />Baptist Church's ineffective choices in leadership. <br />Reynoldo Farias of 211 N. Nugent, La Porte, Texas, discussed the issues of Mr. Herrera <br />and spoke in favor of him. <br />Reverend Michael Bingham of Abundant Life Church of La Porte, Texas, stated there is a <br />ground swell of support for Mr. Herrera. <br />Spero Pomonis of 218 Bay Colony of La Porte, Texas, knows the Community. Council <br />knows how he stands behind Bob Herrera. <br />
