City Council Meeting — November 11, 2002 — Page 2 <br />6. Council to consider approval or other action regarding an ordinance amending Ordinance <br />1875, an ordinance authorizing and allowing, under the act governing the Texas Municipal <br />Retirement System "Updated Service Credits". <br />Director of Administrative Services Carol Buttler presented summary and recommendation <br />of an ordinance and answered Council's questions. <br />Assistant City Attorney read: ORDINANCE 1875-I - AN ORDINANCE AMENDING <br />ORDINANCE 1875, AN ORDINANCE AUTHORIZING AND ALLOWING, UNDER <br />THE ACT GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, <br />"UPDATED SERVICE CREDITS" IN SAID SYSTEM FOR SERVICE PERFORMED BY <br />QUALIFYING MEMBERS OF SUCH SYSTEM WHO PRESENTLY ARE IN THE <br />EMPLOYMENT OF THE CITY OF LA PORTE; PROVIDING FOR INCREASED <br />ANNUITIES FOR RETIREES OF THE CITY OF LA PORTE; FINDING COMPLIANCE <br />WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE <br />HEREOF. <br />Motion was made by Councilperson Warren to approve Ordinance 1875-I as presented by <br />Mrs. Buttler. Second by Councilperson Griffiths. The motion carried. <br />Ayes: Mosteit, Engelken, Ebow, Griffiths, Beasley, Warren, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />7. Council to consider awarding a bid for the purchase of 155,000 pounds of Plastic Garbage <br />Bags to Dyna-Pak Corporation, low bidder meeting specifications. <br />Director of Public Works Steve Gillett presented summary and recommendation and <br />answered Council's questions. <br />Motion was made by Councilperson Ebow to approve the bid as presented by Mr. Gillett. <br />Second by Councilperson Griffiths. Workshop was called to order by Mayor Malone at 6:20 p.m. <br />a. Mr. David Pomeroy, Jr. provided City Council with an overview of the proposal by the <br />San Jacinto Tourism Council in their efforts to promote tourism in this part of Harris <br />County. <br />b. Director of Public Works Steve Gillett discussed solid waste regulations and provided <br />City Council with an overview. Mr. Gillett recommended several options on the <br />enforcement of the solid waste ordinance. The recommendation was to monitor one <br />zone per cycle. <br />
