• <br />MINUTES OF THE SPECIAL CALLED REGULAR MEETING <br />OF LA PORTE CITY COUNCIL <br />NOVEMBER 18, 2002 <br />1. CALL TO ORDER <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br />Members of City Council Present: Councilmembers Mike Mosteit, Chuck Engelken, <br />Howard Ebow, Bruce Meismer, James Warren, Charlie Young, Barry Beasley and Norman <br />Malone <br />Members of Council Absent: Peter Griffiths <br />Members of City Executive Staff and City Employees Present: Assistant City Attorney John <br />Armstrong, Acting City Manager John Joerns, City Secretary Martha Gillett, Director of <br />Public Works Steve Gillett, Director of Emergency Services Joe Sease, Director of Planning <br />Doug Kneupper, Director of Finance Cynthia Alexander, and Assistant Director of Finance <br />Michael Dolby <br />Others Present: Charlie Doug Boyle, Spero Pomonis, Craig Ellington, Houston Chronicle's <br />Robert Crowe, Colleen Hicks, Charles Underwood, Carol Mosteit, Dean Mosteit, D. <br />Mosteit, Sara Saxton, Patricia Wright, Donald Wright, and a number of citizens. <br />2. Mayor Norman Malone delivered the invocation. <br />3. Mayor Malone led the Pledge of Allegiance. <br />4. Council considered approving the Minutes of the Regular Meeting and Workshop Meeting <br />of La Porte City Council on November 11, 2002. <br />Motion was made by Councilmember Warren to approve the minutes of the Regular <br />Meeting and Workshop Meeting held on November 11, 2002. Second by Councilmember <br />Engelken. The motion carried. <br />Ayes: Mosteit, Engelken, Ebow, Beasley, Warren, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />5. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYTERS WISHING TO ADDRESS CITY COUNCIL <br />Patricia Wright of 2038 Lomax School Road, La Porte, Texas, presented City Council with a <br />petition for the Lomax area to remain rural. <br />Craig P. Ellington of 11322 Windfem, Houston, Texas, informed City Council he would be <br />protesting the bid award on the Little Cedar Bayou wastewater treatment plant. <br />6. Council to consider approval or other action of an ordinance authorizing the Mayor to <br />execute and deliver the attached Easement to Centerpoint Energy for electric distribution <br />facilities. <br />
