City Council Meetingovember 18, 2002 — Page 2 <br />Director of Planning Doug Kneupper presented summary and recommendation and <br />answered Council's questions. <br />Assistant City Attorney read: ORDINANCE 2002-2596 - AN ORDINANCE APPROVING <br />AND AUTHORIZING AN EASEMENT FROM THE CITY OF LA PORTE TO <br />CENTERPOINT ENERGY HOUSTON ELECTRIC, LLC AND CENTERPOINT <br />ENERGY HOUSTON, DIVISIONS OF CENTERPOINT ENERGY RESOURCES <br />CORPORATION; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO <br />THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilmember Warren to approve Ordinance 2002-2596 as presented <br />by Mr. Kneupper. Second by Councilmember Beasley. The motion carried. <br />Ayes: Mosteit, Ebow, Engelken, Beasley, Warren, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />7. Council to consider approval or other action of an ordinance establishing guidelines for <br />travel by City Councilmembers for an educational meeting outside Harris and Galveston <br />counties. <br />City Attorney Knox Askins presented summary and recommendation and answered <br />Council's questions. <br />Motion was made by Councilmember Beasley to approve the ordinance as presented by Mr. <br />Askins. Second by Councilmember Mosteit. The motion carried. <br />Ayes: Mosteit, Engelken, Ebow, Beasley, Warren, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />8. Administrative Reports <br />Acting City Manager John Joerns reminded Council of the Thanksgiving Holidays <br />November 28-29, 2002, and the National League of City Conference December 3-7, 2002. <br />9. Council Comments <br />Councilmembers Mosteit, Ebow, Engelken, Beasley, Warren, Young, Meismer and Mayor <br />had comments. <br />10. EXECUTIVE SESSION — PURSUANT TO PROVISION OF THE OPEN MEETINGS <br />LAW, CHAPTER 551.071 THROUGH 551.076, 551.086, TEXAS GOVERNMENT <br />CODE, (CONSULTATION WITH ATTORNEY, DELIBERATION REGARDING <br />REAL PROPERTY, DELIBERATION REGARDING PROSPECTIVE GIFT OF <br />DONATION, PERSONNEL MATTERS, DELIBERATION REGARDING <br />SECURITY DEVICES, OR EXCLUDING A WITNESS DURING EXAMINATION <br />OF ANOTHER WITNESS IN AN INVESTIGATION, DELIBERATION <br />REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS). <br />Council retired into Executive Session at 6:22 p.m. <br />
