City Council Meeting -~ruary 10, 2003 -Page 4 <br />RESOLVED, THAT THE CITY OF LA PORTE, TEXAS STRONGLY ENCOURAGES <br />MEMBERS OF THE TEXAS CONGRESSIONAL DELEGATION TO ACTIVELY <br />SUPPORT PASSAGE OF AN APPROPRIATIONS BILL THAT INCLUDES THE $3.5 <br />BILLION FIItST RESPONDER INITIATIVE TO PROVIDE FUNDS TO HELP CITIES <br />PAY FOR SOME OF THE RESOURCES NEEDED TO MEET THE CITIES' NEW <br />RESPONSIBILITIES FOR HOMELAND SECURITY. <br />Motion was made by Councilmember Beasley to approve the Resolution as presented by <br />Mayor Malone. Second by Councilmember Griffiths. The motion carried. <br />Ayes: Mosteit, Engelken, Ebow, Beasley, Griffiths, Warren, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />11. Council to consider approval or other action of an Ordinance calling General and possible <br />Run-Off Elections. <br />Assistant City Attorney John Armstrong presented summary and recommendation and <br />answered Council's questions. <br />Assistant City Attorney read: ORDINANCE 2003-2611- AN ORDINANCE CALLING <br />THE REGULAR ANNUAL ELECTION OF THE CITY OF LA PORTE; CALLING A <br />RUN-OFF ELECTION, IF NECESSARY; DESIGNATING ELECTION PRECINCTS <br />AND POLLING PLACES; PROVIDING FOR THE USE OF VOTING MACHINES; <br />APPOINTING ELECTION OFFICIALS; PROVIDING FOR METHOD AND DATES OF <br />EARLY VOTING; PROVIDING FOR AN EARLY VOTING BALLOT BOARD; <br />PROVIDING FOR RETURN AND CANVASS OF VOTES OF SAID ELECTION; <br />PROVIDING FOR NOTICE; PROVIDING FOR FILING DEADLINE AND FILING FEES <br />FOR CANDIDIATES; PROVIDING A SAVINGS CLAUSE; FINDING COMPLIANCE <br />WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE <br />HEREOF. <br />Motion was made by Councilmember Meismer to approve the Ordinance as presented by <br />Mr. Armstrong. Second by Councilmember Engelken. The motion carried. <br />Ayes: Mosteit, Engelken, Ebow, Beasley, Griffiths, Warren, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />12. Council to consider approval or other action of an Ordinance authorizing the Acting City <br />Manager to sign the Interlocal Agreement between the City of Baytown to continue <br />participation in the HCOCNTF. <br />Police Chief Richard Reff presented summary and recommendation and answered Council's <br />questions. <br />Assistant City Attorney read: ORDINANCE 2003-2612 - AN ORDINANCE APPROVING <br />AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF LA PORTE AND THE <br />CITY OF BAYTOWN, FOR PARTICIPATION IN THE HARRIS COUNTY <br />ORGANIZED CRIME AND NARCOTIC TASK FORCE GRANT PROGRAM; <br />APPROPRIATING NOT TO EXCEED $35,227.00, TO FUND SAID AGREEMENT; <br />MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; <br />
