City Council Meeting - ~ruary 10, 2003 -Page 3 <br />OWNER(S) IN THE MANNER PROVIDED HEREIN; PROVIDING AN EFFECTIVE <br />DATE HEREOF; AND FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW. <br />Motion was made by Councilmember Griffiths to table demolition of the structure at 506 <br />Circle Drive, La Porte, Texas -Ordinance 2003-261.0-C for 60 days; table demolition of the <br />structure at 217 North Broadway, La Porte, Texas -Ordinance 2003-2610-F for thirty days <br />table demolition of the structure at 3122 Andricks. La Porte, Texas -Ordinance 2003-2610- <br />N for thirty days; and to approve the remaining demolitions of Ordinance 2003-2610 as <br />vresented by Mrs. Wilmore. Second by Councilmember Meismer. The motion carried. <br />Ayes: Mosteit, Engelken, Ebow, Griffiths, Beasley, Wan en, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />9. Council to consider approval or other action of a Resolution approving the amended <br />investment policy. <br />Director of Finance Cynthia Alexander presented summary and recommendation and <br />answered Council's questions. <br />Assistant City Attorney read: RESOLUTION 2003-03 - A RESOLUTION OF THE CITY <br />OF LA PORTE, TEXAS, AMENDING AN INVESTMENT POLICY CONFORMING TO <br />ALL STATUTES GOVERNING INVESTMENT OF THE CITY OF LA PORTE'S <br />FUNDS, INCLUDING, BUT NOT BY WAY OF LIMITATION, THE PUBLIC FUNDS <br />INVESTMENT ACT, CHAPTER 2256, TEXAS GOVERNMENT CODE; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND SETTING AN EFFECTIVE <br />DATE THEREOF. <br />Motion was made by Councilmember Ebow to approve the amendment of the investment <br />op lice. Second by Councilmember Engelken. The motion carried. <br />Ayes: Mosteit, Engelken, Ebow, Beasley, Griffiths, Warren, Young, Meismer and Malone <br />Nays: None <br />Abstain: None <br />10. Council to consider approval or other action of a Resolution encouraging members of the <br />Texas Congressional delegation to actively support funding for Homeland Security. <br />Mayor Norman Malone presented summary and recommendation and answered Council's <br />questions. <br />Assistant City Attorney read: RESOLUTION 2003-04 -WHEREAS, THE 107TH <br />CONGRESS PASSED LEGISLATION CREATING THE DEPARTMENT OF <br />HOMELAND SECURITY; AND WHEREAS, THE LEGISLATION CREATING THE <br />NEW DEPARTMENT DID NOT PROVIDE FUNDING FOR PRESIDENT BUSH'S $3.5 <br />BILLION FIRST RESPONDER INITIATIVE; AND WHEREAS, THE FIRST <br />RESPONDER INITIATIVE WAS INTENDED TO PROVIDE FUNDING TO HELP <br />CITIES PAY FOR PLANNING, TRAINING, EQUIPMENT, AND OTHER RESOURCES <br />TO MEET THE CHALLENGES OF PREPARING FOR AND RESPONDING TO <br />TERRORIST ATTACKS; AND WHEREAS, TEXAS CITIES HAVE BEEN REQUIltED <br />TO SPEND MILLIONS OF DOLLARS TO IMPLEMENT HEIGHTENED SECURITY <br />MEASURES SINCE SEPTEMBER 11, 2001; AND WHEREAS, MANY TEXAS CITIES <br />ARE EXPERIENCING SEVERE BUDGET SHORTFALLS; NOW THEREFORE, BE IT <br />
