PRESENTATIONS <br />Mayor Norman Malone read a proclamation in honor of the Columbia Shuttle crew who lost <br />their lives on Saturday, February 1, 2003. <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS CITY COUNCIL <br />Stan Gardner, owner of Bayport and Pine Bluff Apartments of La Porte, Texas, spoke <br />regarding Larry Martinez's property and Kathy Glash's property. Mr. Gardner desires the <br />City of La Porte and the City of Shoreacres to work jointly on the submitted proposals in <br />order for an amicable agreement to be met. <br />7. Open Public Hearing -Mayor Malone opened the Public Hearing at 6:07 p.m. <br />Assistant City Manager John Joerns noted that 618 South Iowa was removed from the list <br />for building destruction at this time. <br />Review by Staff -Building Official Debbie Wilmore presented summary and <br />recommendation and answered questions regarding Ordinance 2003-2610 condemning (13) <br />substandard structures. <br />Public Input <br />Felix Vigier, recently purchased a house on 217 North Broadway, wanting to demolish the <br />home and rebuild, or if necessary, remodel. <br />Lang Glover of 11635 Rowan Lane, Houston, Texas, requested action be suspended on the <br />property at 3122 Andricks, La Porte, Texas. <br />Spero Pomonis of La Porte, Texas, questioned if citizens are delinquent on taxes on any of <br />the substandard properties. <br />Mayor Norman Malone closed the Public Hearing at 6:53 p.m. <br />8. Council to consider approval or other action declaring substandard buildings condemned. <br />Building Official Debbie Wilmore presented summary and recommendation and answered <br />Council's questions. <br />Assistant City Attorney read: ORDINANCE 2003-2610 - AN ORDINANCE <br />DECLARING THE BUILDINGS LOCATED IN HARRIS COUNTY, TEXAS, TO BE IN <br />FACT A NUISANCE; ORDERING SUCH BUILDINGS CONDEMNED; FINDING <br />THAT THE RECORD OWNER OF SAID PROPERTY; ORDERING THE SAID <br />OWNER(S) TO ENTIRELY REMOVE OR TEAR DOWN SUCH BUILDING; <br />ORDERING THE SAID OWNER(S) TO COMMENCE SAID REMOVAL OR <br />DEMOLITION WITHIN (10) DAYS FROM THE EFFECTIVE DATE OF THIS <br />ORDINANCE; ORDERING THE BOARD OF INSPECTION TO PLACE A NOTICE ON <br />SAID BUILDING; ORDERING THE CITY SECRETARY TO FORWARD A COPY OF <br />THIS ORDINANCE TO SAID OWNER(S); PROVIDING FOR THE REMOVAL OF <br />SAID PREMISES BY THE CITY OF LA PORTE IF NOT REMOVED BY SAID <br />
