Council to consider recommendation to approve the amendment of Ordinance 1285-0 to 1285-P to establish <br />the current authorized classifications in Civil Service. <br /> <br />Police Ch!efRichard Reffpresented summary and recommendation and answered Council's questions <br /> <br />Assistant City Attorney Clark Askins read: ORDINANCE 1285-P - AN ORDINANCE AMENDING <br />ORDINANCE NO. 1285, "AN ORDINANCE IMPLEMENTING POLICEMEN'S CIVIL SERVICE; <br />ESTABLISHING CLASSIFICATIONS; NUMBER OF AUTHORIZED POSITIONS IN EACH <br />CLASSIFICATION CONTAINING A SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF," <br /> <br />Motion was made bv Councilmember Rigby to apDrove Ordinance 1285-P as presented by Chief Reff. Second <br />by Councilmember Beasley, Motion carried. <br /> <br />Ayes: Beasley, Mosteit, Engelken, Moser, Rigby, Clausen, Porter and Griffiths <br />Nays: None <br />Abstain: None <br /> <br />13. Council to consider approval or other action regarding an ordinance approving and authorizing the City <br />Manager to negotiate a three-year contract with Humana Health Care. <br /> <br />Human Resources Manager Sherri Sampson presented summary and recommendation and answered Council's <br />questions, <br /> <br />Assistant City Attorney Clark Askins read: ORDINANCE 2004-2777 - AN ORDINANCE AUTHORIZING <br />AND APPROVING AN AGREEMENT WITH HUMANA INSURANCE COMPANY, FOR <br />ADMINISTRATIVE SERVICES OF THE CITY'S MEDICAL PLAN, EFFECTIVE JANUARY 1,2005; <br />ADOPTING "HEALTH SERVICE PLAN DESIGN" OPTIONS; APPROVING AN EMPLOYEE <br />CONTRIBUTION SCHEDULE SERVICES AGREEMENTS; MAKING VARIOUS FINDINGS AND <br />PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS <br />LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF, <br /> <br />Motion was made bv Councilmember Rigby to table this item until the questions (*see below) have been <br />answered, Second by Councilmember Moser. On August 18th the question was raised as to how many times during the last three (3) years did we <br />have multiple stop loss cases <br />. What number of total employee population did not file a claim <br />. It was noted Mike Mosteit asked over the last ten (10) years how many retirees historically dropped <br />plan coverage compared to how many retirees stay on the plan <br /> <br />14. Council to consider voting a delegate and alternate voting delegate for the National League of Cities <br />Conference, <br />
