<br />City Council Regular Meeting and Workshop Meeting - January 10, 2004 <br /> <br />Page 4 <br /> <br />Councilmember Clausen questioned which group does not fall in here, it seems that they all <br />do. Ms. Sampson stated that a clerical employee that did not have access to funds would not <br />qualify since there are no risks involved in that position. <br /> <br />Councilmember Rigby questioned under the scope of different job descriptions of who should <br />be tested. Mr. Rigby questioned about employees working during a City event which a City <br />alcohol permit is in use. Mr. Rigby questioned who would be the official with a medical <br />background regarding drug abuse. Ms. Sampson would be the Human Resources contact and <br />would contact "Forward Edge" Medical Facility. Mr. Rigby questioned how employees with <br />CDL licensing would be tested, which would also be at "Forward Edge". If the test was a <br />false positive, the results will be removed from the employees file. Every situation is unique <br />regarding automobile searching. Councilmember Clausen commented that they use trained <br />dogs, at LPISD to check automobiles for drugs, alcohol and firearms. <br /> <br />Mr. Rigby questioned the provision of drug rehabilitation. This item will be researched. <br /> <br />Councilmember Engelken questioned if contactors fall under this policy. Mr. Engelken <br />questioned why this item was not workshopped. <br /> <br />Motion was made by Councilmember Rigby to table this item allowing Council and Staff <br />time to review, returning with comments and questions. Mayor and Staff recommended to pull Item Number 10 (considering approval or other <br />action regarding an ordinance amending Chapter 74 "utilities" of the Code or Ordinances by <br />adding connection fees to Division 3 Sewer Service rates and charges and water and sewer <br />service rates). <br /> <br />11. Council to consider approval of an ordinance appointing positions to fill the remaining <br />vacancies on Boards and Commissions. <br /> <br />The following positions still need to be filled/replaced: <br /> <br />Councilmember Howard Ebow recommended Paul Hickenbottom to be appointed to Position <br />3 of the Fire Code Review Committee. Jim Bridge was appointed to Position 5 of the Fire <br />Code Review. <br /> <br />Jan Lawler was appointed to the Main Street Advisory Board. <br /> <br />Motion was made by Councilmember Beasley to approve the appointments. Close Regular Meeting and Open Workshop Meeting at 7:08 p.m. <br /> <br />A. Parks and Recreation Director Stephen Barr presented Council and Staff with a report <br />and provided staff direction on future Bicycle/Pedestrian and Equestrian Trails in La <br />Porte. <br />
