City Council Budget worksl Meetings - August 8-11 2005 - Page 3" Others Present: None City Attorney Knox Askins provided an overview of the legal budget and answered Council's questions. Municipal Judge Denise Mitrano provided an overview of the Municipal Court budget and answered Council's questions. She noted she would like to delete the part-time clerk position and increase the part-time Marshal to a full time Marshal, as previous year and City Manager concurs.. 6. Parks and Recreation Department - 3-91 - Parks and Recreation Director Stephen Barr provided the Council with an overview and answered questions. 7. Planning Department - 3-107 - Planning Director Wayne Sabo provided an overview and answered Council's questions. Council noted this budget may need to be increased for enforced mowing of wooded lot areas. Mr. Sabo noted he estimated an approximate cost would be $25,000.00 and will follow up. Council recessed for a break at 7:20 p.m. and returned to the table at 7:27 p.m. There was no discussion while on break. 8. Golf Course -5-21 - Golf Pro Alex Osmond provided an overview and answered Council's questions. Mr. Osmond noted he was recommending a fee increase. Specific are outlined in the handouts. Assistant City Manager Cynthia Alexander provided an overview of the Community Investment Fund, Hotel Occupancy Fund, Downtown Revitalization Program, 4b Sales Tax, Tax Increment Reinvestment Zone Number One, Grant Fund, Debt Service Fund, La Porte Area Water Authority Debt Service, Technology Fund, Insurance Fund and answered Council's questions. G. Budget Recap - City Manager Debra Feazelle provided a recap of the budget. Ms. Feazelle provided Council with a handout answering the questions raised during budget workshops. Council will need to make a decision on garbage bags by the time the budget is voted on at the August 22, 2005 Council Meeting. H. Capital Improvements Projects-All Funds - (under separate cover) - Assistant City Manager John Joerns provided an overview of the CIP budget and answered Council's questions. 5. Close Workshop Meeting and Reconvene Regular Meeting at 9:12 p.m. 6. Council Comments Rigby, Moser, Ebow, Engelken, Mosteit, Clausen, and Alton Porter had comments. 7. City Manager Debra Feazelle reminded council of the Breakfast with the Stars on August 10,2005 at Sylvan Beach, Mayor and Council Dinner on August 18,2005 at Monument Inn, LEPC Golf Tournament on August 19,2005 at Bayforest Golf Club, and the 2005 Alliance Legislative Wrap-up Breakfast August 23, 2005 at Marriott Hotel.
