Second by Council member Mosteit. The motion carried unanimously. <br /> <br />Ayes: Mosteit, Engelken, Ebow, Clausen, Rigby, Moser, Griffiths, and Mayor Porter. <br />Nays: None <br />Abstain: Peter Griffiths abstained from Item B. Louis Rigby abstained from Item A. <br /> <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS WISHING <br />TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE AGENDA <br /> <br />There were no citizen's wishing to address Council. <br /> <br />7. Item A. - Council to consider approval or other action to authorize the sale of$1.8 million in Certificate of <br />Obligation; approve and authorize the first and second publication of Notice ofIntent to Issue, and the <br />Preliminary Official Statement. <br /> <br />Item B - Council to consider authorizing staff to proceed with the sale of $7.7 million in general obligation bonds <br />in conjunction with certificates of obligation bonds; approve and authorize the preliminary official statement. <br /> <br />Cynthia Alexander presented summary and recommendation and answered Council's questions. <br /> <br />Assistant City Attorney Clark Askins read: Resolution 2005-12: RESOLUTION AUTHORIZING <br />PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION IN A <br />PRINCIPAL AMOUNT NOT TO EXCEED $1.8 MILLION FOR THE ACQUISITION, CONSTRUCTION <br />AND IMPROVEMENT OF CERTAIN PUBLIC WORKS; AUTHORIZING DISTRIBUTION OF A <br />PRELIMINARY OFFICIAL SATEMENT RELATING TO SUCH CERTCERTIFICATES; AND <br />AUTHORIZING CERTAIN OTHER MATIERS RELATING THERETO <br /> <br />Motion was made bv Council member Clausen to approve Item A Resolution 2005-12 as presented bv Cynthia <br />Alexander. Second by Councilmember Moser. The motion carried unanimously. <br /> <br />Ayes: Ebow, Griffiths, Engelken, Young, Clausen, Rigby, Moser and Porter <br />Nays: None <br />Abstain: None <br />
