Consider cancellation of regular scheduled Council meeting on August 8, 2005 to conduct budget workshop meetings to be held August 8, 2005 H. Council to consider approval or other action regarding a Policy on Suspected Misconduct and Dishonesty. I. Council to consider approval or other action regarding an ordinance amending Fiscal Year 2004-2005 Budget for $59,509 for the Grant Fund to move seized funds into the Grant Items H and I were pulled from the Consent Agenda. Mike Clausen noted the minutes needed a correction showing he voted in favor of item 10. Motion was made bv Councilmember Engelken to accent consent agenda with correction on Mr. Clausen made to the minutes. Second by Council member Mosteit. The motion carried unanimously. Ayes: Mosteit, Engelken, Ebow, Clausen, Rigby, Moser, Griffiths, and Mayor Porter. Nays: None Abstain: Peter Griffiths abstained from Item B. Louis Rigby abstained from Item A. 6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS WISHING TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE AGENDA There were no citizen's wishing to address Council. 7. Item A. - Council to consider approval or other action to authorize the sale of$1.8 million in Certificate of Obligation; approve and authorize the first and second publication of Notice ofIntent to Issue, and the Preliminary Official Statement. Item B - Council to consider authorizing staff to proceed with the sale of $7.7 million in general obligation bonds in conjunction with certificates of obligation bonds; approve and authorize the preliminary official statement. Cynthia Alexander presented summary and recommendation and answered Council's questions. Assistant City Attorney Clark Askins read: Resolution 2005-12: RESOLUTION AUTHORIZING PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION IN A PRINCIPAL AMOUNT NOT TO EXCEED $1.8 MILLION FOR THE ACQUISITION, CONSTRUCTION AND IMPROVEMENT OF CERTAIN PUBLIC WORKS; AUTHORIZING DISTRIBUTION OF A PRELIMINARY OFFICIAL SATEMENT RELATING TO SUCH CERTCERTIFICATES; AND AUTHORIZING CERTAIN OTHER MATIERS RELATING THERETO Motion was made bv Council member Clausen to approve Item A Resolution 2005-12 as presented bv Cynthia Alexander. Second by Councilmember Moser. The motion carried unanimously. Ayes: Ebow, Griffiths, Engelken, Young, Clausen, Rigby, Moser and Porter Nays: None Abstain: None
