MINUTES O~GULAR MEETING AND WORKS" MEETING OF THE LA PORTE CITY COUNCIL October 10, 2005 1. CALL TO ORDER The meeting was called to order by Mayor Alton Porter at 6:01 p.m. Members of City Council Present: Mayor Alton Porter, Councilmembers Chuck Engelken, Tommy Moser, Mike Clausen, Barry Beasley, Mike Mosteit, Howard Ebow and Louis Rigby. Members of Council Absent: Peter Griffiths. Members of City Executive Staff and City Emplovees Present: Assistant City Manager John Joerns, Assistant City Attorney John Armstrong, City Secretary Martha Gillett, Public Works Director Steve Gillett, Assistant City Secretary Sharon Harris, Purchasing Agent Susan Kelley, Emergency Management Coordinator Jeff Suggs, H.R. Manager Robert Swanagan, Fire Chief Mike Boaze, Assistant City Manager Cynthia Alexander, Police Chief Richard Reffand Director, Main Street Coordinator Debra Dye of Parks and Recreation, Stephen Barr. Others Present: Les Bird, Jan Lawler, Sue Gail Kooken, Barbara Norwine, Bill Bauer, Wade Edwards, Chris Coleman, Justin Lavender, Tyler Goodwin, Martin Cantu, Krissy Bailey, Michael Evans, Victor Homes and other citizens and students. 2. Reverend Michael Bingham of Abundant Life Church of La Porte delivered the Invocation. Reverend Bingham was not present at the meeting. Mayor Porter delivered the Invocation. 3. Mayor Porter led the Pledge of Allegiance. 4. PRESENTATIONS / PROCLAMA nON Mayor Porter presented a proclamation in honor of Albemarle as The 2005 Industry of the Year. Bill Parker of Albemarle was present to receive the Proclamation. 5. CONSENT AGENDA A. Consider approving Minutes of the Special Called Meeting and Workshop Meeting held on October 3,2005. B. Council to consider approval or other action regarding an ordinance authorizing the City Manager to execute a contract with Linda Darnell Witt for operation of the Sylvan Beach Fishing Pier Concession for a one year term with options for three additional on year terms. C. Council to consider awarding a bid for purchase of trash truck and dump body with brush loader, per HGAC Interlocal Agreement. Councilmember Rigby noted he had questions on items B & C. Motion was made by Councilmember Rigby to approve the consent agenda as presented. Second by Councilmember Moser. Motion carried. Ayes: Mosteit, Engelken, Clausen, Moser, Beasley, Rigby and Mayor Porter.
