Second by Council member Ebow. The motion carried Ayes: Mosteit, Moser, Engelken, Beasley, Ebow, Rigby, Clausen and Mayor Porter. Nays: None Abstain: None 19. Council to consider approval or other action regarding an ordinance authorizing the City Manager to execute a contract with L&M Contractors, Inc. for the Renovation and Addition to the City of La Porte EMS Center for a net cost of $913,487.00 and to establish a seven percent (7%) contingency of $63,944 and to authorize the City Manager to increase the budget by $153,915.00 Planning Director Wayne Sabo presented summary and recommendation and answered Council's questions. Assistant City Attorney Clark Askins read Ordinance 2934- AN ORDINANCE APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA PORTE AND L&M CONTRACTORS, INC. FOR THE RENOVATION & ADDITION TO THE CITY OF LA PORTE EMS CENTER, APPROPRIATING $913,487 PLUS A CONTINGENCY OF $63,944.00, TO FUND SAID CONTRACT, MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT, FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Council member Clausen to approve Ordinance 2934 as presented by Mr.Sabo Second by Council member Beasley. Council to consider approval or other action authorizing the City Manager to execute an Industrial District Agreement with ELE HOLDINGS, LTD. and an ordinance authorizing the City Manager to execute a Water Service Agreement with ELE HOLDINGS, LTD. Assistant City Attorney Clark Askins read Ordinance No. 2000-IDA-78 — AN ORDINANCE AUTHORIZING THE EXECUTION BY THE CITY OF LA PORTE OF AN INDUSTRIAL DISTRICT AGREEMENT WITH ELE HOLDINGS, LTD.; FOR THE TERM COMMENCING JANUARY 1, 2006 AND ENDING DECEMBER 31, 2007; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Council member Ebow to approve Ordinance No. 2000-IDA-78 as presented by Mr.Sabo. Second by Council member Mosteit. The motion carried Ayes: Mosteit, Moser, Engelken, Beasley, Ebow, Rigby, Clausen and Mayor Porter.
