The Mercer Group Kay & Phillip Robertson provided council a presentation on the <br />Employee Compensation Study. <br /> <br />The Mercer Group provided council a preliminary report <br /> <br />They provided an overview of the methodology used. <br /> <br />Internal Evaluation <br /> <br />Used factor evaluation compare at same set of criteria and compared each position <br />internally. <br /> <br />Started process by interviewing and providing an orientation to all department <br />directors. <br /> <br />In addition, group orientation meetings were held with employees. <br /> <br />Implementation <br /> <br />Every employee should be in the minimum of range. <br />Compression adjustments should be according to tenure. <br />Every employee should receive minimum increase. <br />Internal transfers could go to mid point- Council directed stafflMercer group for the <br />wording to be changed on internal transfers not to slight internal staff. <br /> <br />Special Provisions and Recommendations <br /> <br />Hiring employees - it was recommended new employees to be hired to up to <br />midpoint depending on qualifications. <br /> <br />Annual adjustments need to be made to the pay plan based on the cost of living. <br /> <br />Promotions - employee go to the minimum of the range or receive 7% whichever is <br />greater. <br /> <br />Provide special consideration for positions difficult to retain or recruit to hire. <br /> <br />They noted they will make a FLSA recommendation in the final report for all <br />positions. <br /> <br />Set a policy for fluid positions (positions with levels). <br />
