City Council Regular Meeting, Workshop Meeting and Public Hearing —October 23, 2006 <br />Page 4 <br />Item O - Councilmember Moser requested a breakdown of funds for the Pond to Park <br />Project. Mr. Barr informed the East Fairmont Park Home Owner's Association <br />contributed a total of $75, 000.00., for Phase 1 $35,000.00, $20,000.00 for Phase II and <br />then another $20,000.00 for Phase III. The City was contributing $183,000.00. The <br />developer was not contributing any funds to the project. <br />Interim City Manager advised Council he would provide them with basic information in <br />regards to the project and exchange of properties. <br />Councilman Griffiths questioned if the project would help with the drainage on some of <br />the streets. Mr. Barr advised some points in the construction agreement would deal with <br />some of the flooding. <br />Motion was made by Council member Moser to approve the consent agenda items A B <br />C, E, F, G, H, I, J, K, L, M, N, and O as presented. Second by Council member Ebow. <br />Motion carried. <br />Ayes: Mosteit, Moser, Beasley, Engelken, Rigby, Ebow, Clausen, Griffiths and Porter. <br />Nays: None <br />Abstain: None. <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX <br />PAYERS WISHING TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE <br />AGENDA. <br />David Darby — 10908 Bois D'Arc - La Porte Texas 77571 — Retired Police Officer voiced <br />concerns with Retiree Health Insurance increase and the decrease of benefits. Mr. Darby <br />requested Council to look closely at the Employee Retiree Insurance and Benefits. <br />Matt Daeumer — 4929 Archway La Porte, Texas 77571 — voiced concerns to Council <br />regarding his application to serve on the Chapter 172 Employee Retiree Insurance and <br />Benefits Committee as advertised in the Bayshore Sun. Mr. Daeumer questioned why he <br />wasn't considered to serve on the committee when he met two of the eligibility <br />requirements. <br />Mr. Daeumer voiced concerns of rules being changed to prevent him from serving on the <br />committee. Mr. Daeumer also advised Council he requested the Human Resources Manager <br />to place minutes on the website and only three sets have been posted so far. <br />7. Public Hearing — Council to consider approval or other action on recommendation by <br />Planning & Zoning Commission to approve Rezone Request #R06-001 rezoning the <br />referenced property from General Commercial (GC) to Main Street District (MS). <br />Open Public Hearing - Mayor Porter opened the Public Hearing at 6:46 p.m. <br />Director of Planning Wayne Sabo presented summary and recommendation and answered <br />Council's questions. <br />Public Input: <br />
