Council to consider approval or other action regarding an ordinance appointing members to <br />various Boards and Commissions and determine alternate positions to Chapter 172. <br /> <br />Mayor Alton Porter presented summary and recommendation and answered Council's <br />questions. <br /> <br />Assistant City Attorney Clark Askins read: ORDINANCE 2004-2782-0 -AN <br />ORDINANCE APPOINTING MEMBERS TO VARIOUS BOARDS, COMMISSIONS, <br />AND COMMITTEES, OF THE CITY OF LA PORTE; PROVIDING A SEVERABILITY <br />CLAUSE; CONTAINING A REPEALING CLAUSE; FINDING COMPLIANCE WITH <br />THE OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Council member Rigby to approve Ordinance 2959 appointing Matt <br />Daeumer to Alternate Position 1 and Juliane Graham as Alternate Position 2 and removing: <br />all term expiration dates on all positions on the Board. Close Regular Meeting and Open Workshop at 7:51 p.m. <br /> <br />16. Workshop Items <br /> <br />A. Assistant City Attorney Clark Askins discussed ordinance amending Chapter 70 of <br />the Code of Ordinances establishing presumption as the operator of illegally parked <br />vehicle. <br /> <br />Council directed staff to bring this item back as an action item at a future Council <br />Meeting. <br /> <br />B. Assistant City Attorney Clark Askins discussed an ordinance amending Chapter 14, <br />"Animals", Article 1, "In General", of the Code of Ordinances of the City requiring the <br />owner or custodian of an animal to dispose of animal excreta deposited on public <br />property or private property not under controL <br /> <br />Council directed staff to bring this item back as an action item at a future Council <br />Meeting. <br /> <br />C. Interim City Manager John Joerns and Planning Director Wayne Sabo discussed Port of <br />Houston's proposed interlocal agreement to construct a temporary road on "J" street and <br />use of 4th street right-of-way for a temporary road and requested City Council provided <br />staff with direction. <br /> <br />Council directed staff to move forward. Staff inquired whether or not to include street <br />lights in the interlocal agreement. Council consensus was an either or option. <br />
