<br />MINUTES OF REGULAR MEETING PUBLIC HEARING AND WORKSHOP MEETING <br />OF THE LA PORTE CITY COUNCIL <br />October 22, 2007 <br /> <br />1. CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Porter at 6:03 pm. <br /> <br />Members of City Council Present: Mayor Pro Tern Rigby, Council members Tommy Moser, <br />Mike Clausen, Georgia Malone, Howard Ebow, Mike Mosteit, Chuck Engelken and Mayor <br />Porter. <br /> <br />Members of Council Absent: Barry Beasley <br /> <br />Members of City Executive Staff and City Employees Present: Assistant City Attorney <br />Clark Askins, City Manager Ron Bottoms, Assistant City Manager John Joerns, Parks and <br />Recreation Director Stephen Barr, Planning Director Wayne Sabo, Interim Finance Director <br />Michael Dolby, City Secretary Martha Gillett, Director of Public Works Steve Gillett, <br />Purchasing Manager Susan Kelley, Building Official Debbie Wilmore, Assistant Fire Chief <br />John Dunham, Fire Chief Mike Boaze, Human Resources Manager Robert Swanagan, Risk <br />Manager Bill Rankin, Detective Huckabee, EMS Chief Ray Nolen, Emergency Management <br />Coordinator Jeff Suggs, Golf Pro Alex Osmond, Golf Superintendent Dennis Hvlavaty and <br />Chief of Police Richard Reff. <br /> <br />Others Present: John Handy of Houston Chronicle, Adam Yanelli of Bay shore Sun, Karen <br />Wilhelm of Light of Christ Church, Char Lynch of Port of Houston, Phillip Hoot, David <br />Janda, Jeremy Henricks, Charlene Fox, Cheryl Harper, Jason Carter, Ronda Lunsford, <br />Myriam Martinez, Leonard Zlomke, Robyn Gallion and other citizens. <br /> <br />2. Karen Wilhelm ofthe Light of the Christ Lutheran Church delivered the invocation. <br /> <br />3. Mayor Malone led the Pledge of Allegiance. <br /> <br />4. PRESENTATIONS / PROCLAMATIONS <br /> <br />The Bay Area Convention & Visitor's Bureau was not present at the meeting and has <br />postponed this presentation until the Nov. Ith Meeting. <br /> <br />5. Consent Agenda <br /> <br />A. Consider approving Minutes of the Regular Meeting and Public Hearing of La Porte <br />City Council held on October 8, 2007. <br /> <br />B. Council to consider to approval or other action declaring an emergency, based on the <br />health, safety and welfare of the city and authorizing the expenditure of up to <br />$68,000.00 for the replacement and installation of water line crossings on Barbour's <br />Cut Blvd. at North Broadway Street and North 8th Street. <br /> <br />C. Council to consider approval or other action awarding bid # 08003 for the purchase <br />of 30,000 rolls of 1.5 mi1.30 gallon plastic garbage bags from Dyna Pak, Inc. in the <br />amount of$105,300.00. <br />
