MINUTES OF REGULAR MEETING PUBLIC HEARING AND WORKSHOP MEETING OF THE LA PORTE CITY COUNCIL October 22, 2007 1. CALL TO ORDER The meeting was called to order by Mayor Porter at 6:03 pm. Members of City Council Present: Mayor Pro Tern Rigby, Council members Tommy Moser, Mike Clausen, Georgia Malone, Howard Ebow, Mike Mosteit, Chuck Engelken and Mayor Porter. Members of Council Absent: Barry Beasley Members of City Executive Staff and City Employees Present: Assistant City Attorney Clark Askins, City Manager Ron Bottoms, Assistant City Manager John Joerns, Parks and Recreation Director Stephen Barr, Planning Director Wayne Sabo, Interim Finance Director Michael Dolby, City Secretary Martha Gillett, Director of Public Works Steve Gillett, Purchasing Manager Susan Kelley, Building Official Debbie Wilmore, Assistant Fire Chief John Dunham, Fire Chief Mike Boaze, Human Resources Manager Robert Swanagan, Risk Manager Bill Rankin, Detective Huckabee, EMS Chief Ray Nolen, Emergency Management Coordinator Jeff Suggs, Golf Pro Alex Osmond, Golf Superintendent Dennis Hvlavaty and Chief of Police Richard Reff. Others Present: John Handy of Houston Chronicle, Adam Yanelli of Bay shore Sun, Karen Wilhelm of Light of Christ Church, Char Lynch of Port of Houston, Phillip Hoot, David Janda, Jeremy Henricks, Charlene Fox, Cheryl Harper, Jason Carter, Ronda Lunsford, Myriam Martinez, Leonard Zlomke, Robyn Gallion and other citizens. 2. Karen Wilhelm ofthe Light of the Christ Lutheran Church delivered the invocation. 3. Mayor Malone led the Pledge of Allegiance. 4. PRESENTATIONS / PROCLAMATIONS The Bay Area Convention & Visitor's Bureau was not present at the meeting and has postponed this presentation until the Nov. Ith Meeting. 5. Consent Agenda A. Consider approving Minutes of the Regular Meeting and Public Hearing of La Porte City Council held on October 8, 2007. B. Council to consider to approval or other action declaring an emergency, based on the health, safety and welfare of the city and authorizing the expenditure of up to $68,000.00 for the replacement and installation of water line crossings on Barbour's Cut Blvd. at North Broadway Street and North 8th Street. C. Council to consider approval or other action awarding bid # 08003 for the purchase of 30,000 rolls of 1.5 mi1.30 gallon plastic garbage bags from Dyna Pak, Inc. in the amount of$105,300.00.
