Why was the GCCC created? <br /> <br />GCCC was created in response to concerns about the price of gas <br />and electricity paid by its member cities as well the citizens living <br />within the boundaries of its members. Historically, the <br />CenterPoint service area was largely influenced by the Cty of <br />Houston. The GCCC was formed because other cities wanted to <br />have a separate seat at the table in order to ensure that their <br />interests were not being overlooked. <br /> <br />. What costs are there to individual cities for participating in the <br />GCCC? <br /> <br />Under the law municipalities are entitled to reimbursement for <br />their reasonable rate case expenses associated with participation in <br />ratemaking proceedings before the Railroad Commission, PU C and <br />the courts. As such, there is no budgetary impact to cities for <br />participating in GCCC in ratemaking proceedings. Occasionally, <br />GCCC has voted to fund participation in other projects and <br />rulemakings that are not ratemaking matters but are sufficiently <br />important to its members. <br /> <br />. How do cities benefit by becoming members of the GCCC? <br /> <br />By joining together, the members of the GCCC have been able to <br />present a strong voice to the Railroad Commission, PUC and courts. <br />This has served to reduce the prices that member cities and their <br />residents pay for gas and electricity. Moreover, by participating in <br />the GCCC, its members are taking an active role in promoting <br />economic development through reasonable gas and electric rates. <br />Participation in GCCC demonstrates the concern of its members <br />about the reliability, quality of service and prices its citizens pay for <br />gas and power. <br />
