Assistant City Manager John Joerns provided an overview of the Drainage and <br />Flooding Projects. <br /> <br />C. Human Resources Manager Heather Weger discussed the Employee Policy <br />Manual. <br /> <br />Councilman Rigby suggested that the city should establish a city-wide dress policy <br />for common positions such as office/clerical or areas with high volume citizen <br />traffic. <br /> <br />Councilman Rigby suggested that the physical report status portion be reviewed <br />and noted he has concerns with providing employees with a certain number of sick <br />days and then penalizing them for using the sick days. <br /> <br />Councilman Rigby noted that page 72 and 75 wording on retiree insurance is not <br />consistent and should be changed to reflect the way we are administering the <br />program. <br /> <br />Councilmember Mosteit suggested portions of section 3.10 be removed, pertaining <br />to employees engaging in political activities while off duty. <br /> <br />Councilmember Malone suggested the language be reviewed concerning the <br />transfer of an employee from one position to another lateral position. She noted <br />they have to wait one year for a increase and has concerns due to other transfers <br />not having this same stipulation. <br /> <br />12. Mayor Pro-Tem Clausen closed the Workshop Meeting and reconvened to Regular <br />Meeting at 8:26 p.m. <br /> <br />13. Receive report from Fiscal Affairs Committee - Councilmember Engelken. <br /> <br />Chairman Mr. Engelken provided a report to City Council from the Fiscal Affairs <br />Committee. <br /> <br />14. City Manager Ron Bottoms provided Administrative Reports for the following: <br /> <br />Town Plaza Pavilion <br /> <br />City Manager Ron Bottoms informed Council of the following: <br /> <br />The developer Garson Silvers was not sought out by the City. He simply owned the <br />triangle property that the Town Plaza is being build on and that is the reason for the City <br />doing business with him. <br />
