Mayor Porter and Police Chief Ken Adcox presented a proclamation to Wanda Richard and Marcus Upchurch of the Police Department for "National Public Safety - Telecommunications Week". Mayor thanked them for the wonderful job that they do. B. Mayor Porter recognized the following members of the Municipal Court for a Traffic Safety Award: Judge Denise Mitrano, Lynda Kilgore, Lisa Syzdek, Mary Ann Harrison, Sonya Cates, Beverly Washmon, Jorge Reynaga, Mary Reed, Veronica Rodriguez and Wendy Elliott. C. Mayor Porter recognized and congratulated Matt Daeumer (Police Department) as "Employee of the Second Quarter". 5. Consent Agenda - Any item may be removed by a Council person for discussion A. Council to consider approving minutes of the Regular Meeting and Workshop Meeting for La Porte City Council held on March 23, 2009 - M. Gillett B. Council to consider approving or other action regarding an ordinance approving Industrial District Agreements with Kior Inc. (Ord. 2007-IDA-114) - R. Bottoms. C. Council to consider approval or other action authorizing the City Manager to secure a resolution for the submission of the Crime Victim's Liaison Grant through the Office of the Attorney General for further funding for the Crime Victim's Liaison position (Res. 2009-04) - K. Adcox D. Council to consider approval or other action authorizing the City Manager to execute a contract with Angel Brothers Enterprises, L TD for repaving and waterline replacement in Valley Brook subdivision - S. Gillett Motion was made by Councilmember Enqelken to approve the consent aqenda as presented. Councilmember Ebow seconded the motion. Motion carried. Petitions, Remonstrance's, Communications, Citizens and Tax Payers wishing to address Council - (Limited to five minutes) Phillip Hoot, 927 Seabreeze shared comments from the last council meeting. Thanked Mayor for all his hard work and dedication in his tenure with the city. Thanked Councilmember Ebow for their talks at community events. He asked Council to consider a third party investigation of the five points due to public concerns.
