<br />Minutes of Regular Meeting, Public Hearing and Workshop of the La Porte City Council held on April 13, 2009 <br />Page 3 <br /> <br />Loretta Carter, 10250 Catlett asked that Council consider placing a detention pond in <br />section I of Fairmont Park and also noted drainage concerns. <br /> <br />7. Public Hearing - Council to consider recommendation of Planning and Zoning Commission <br />to approve an Ordinance amending Chapter 106 of the Code of Ordinances by imposing <br />30 foot height limits on portions of Main Street Overlay, extending masonry building <br />exterior standards to the Main Street District, and requiring Main Street Design Certificate <br />for changes to building exterior in the Main Street Overlay. <br />- 1. Tietjens <br /> <br />Open Public Hearing- Mayor Porter opened the Public Hearing at 6:27 p.m. <br /> <br />Planning Director Tim Tietjens presented summary and overview. <br /> <br />Public Comments: <br /> <br />Ted Powell, 1700 Roscoe - opposes the Main Street Designs but did not wish to speak. <br /> <br />Kathryn Aguilar, 3119 Fondren - opposes the Main Street Designs. Disagrees with Tim <br />Tietjens, believes that Sylvan Beach is the heart of the city not Main Street. She does not <br />feel citizens' were represented and allowed to speak on their concerns and ideas with the <br />Main Street designs. She feels that the behavior of the city in dealing with the sale of five <br />points should to be investigated. The Mayor asked her to stay on the subject at hand, and <br />when Ms. Aguilar got off the subject again, he asked her to sit down. <br /> <br />Marylee Jackson, 2819 "E". Street - Thanked the Council for the time they spend in their <br />mostly thankless jobs. She opposes Mains Street design. Noted that the Main Street <br />Committee is not made of business owners on Main Street. In addition, she also shared <br />concerns regarding the Planning and Zoning Commission. <br /> <br />Tom Stringer, 208 West Main - opposes the Main Street Designs. <br /> <br />Loyce Young, didn't wish to speak but opposes the Main Street Designs. <br /> <br />Vicki Campise, 902 Roscoe, she thanked the city for taking over the traffic on Main Street. <br />She opposes the Main Street Design program. She said that business owners were not <br />included in the process. <br /> <br />Brent Heckendorn, 518 West Main - opposes the Main Street Designs. Wants to see a <br />joint meeting among the business owners and the Main Street Advisory Board Committee <br />to allow other ideas, plans to be reviewed in the decision making of the designs on Main <br />Street. Had a few questions specifically to the designs that were being considered. <br /> <br />Loretta Gates, noted there need to be better parking for Main Street including the side <br />streets and would like to see a dog. Likes historical signs in Main Street area. <br /> <br />Phillip Hoot, 427 Seabreeze - opposes Main Street Designs. <br />
