Main Street - is concerned with the Main Street Designs, asked <br />that the council listen to the concerns of the citizens and business owners. <br /> <br />Bill Manning, Jr. 102 S. 2nd Street - is in favor of the Main Street Designs. Encouraged <br />business owners to attend the meetings of the Main Street Advisory Board and asked that <br />they provide input at these meetings. Asked that this item be tabled until more business <br />owners are allowed to give some input and/or support. <br /> <br />David Height, 508 West Main St. - shared his concerns with the lack of landscaping plans <br />not included in the designs and the present problems with debris along Main Street. <br /> <br />Mark Follis, 831 S. 7th Street - shared his concerns that the grants opportunities may <br />become lost in the process if these designs are approved, would like to see more public <br />input. <br /> <br />Randa Specks, 3126 Fondren - would like to see the city restored like it used to be. <br /> <br />Mayor Porter closed the Public Hearing and reconvened Regular Meeting at 7:25 p.m. <br /> <br />Recommendation of the Planning and Zoning Commission - recommended Council to <br />approve the Ordinance amending Chapter 106 of the Code of Ordinances by imposing 30 <br />foot height limits on portions of Main Street Overlay, extending masonry building exterior <br />standards to the Main Street District, and requiring Main Street Design Certificate for <br />changes to building exterior in the Main Street Overlay (Ord. 3131). <br /> <br />8. Council to consider approval or other action regarding Ordinance 3131. <br /> <br />Assistant City Attorney Clark Askins read Ordinance 3131, AN ORDINANACE AMENDING <br />THE CODE OF ORDINANCES OF THE CITY OF LA PORTE, CHAPTER 106, MORE <br />COMMONLY REFERRED TO AS THE ZONING ORDINANCE OF THE CITY OF LA <br />PORTE, BY AMENDING ARTICLE III, "DISTRICTS", DIVISION 3, "COMMERCIAL <br />DISTRICT REGULATIONS", SUBDIVISION I, "GENERALLY", SECTION 106-443, TABLE <br />B, "COMMERCIAL AREA REQUIREMENTS", BY SETTING MAXIMUM HEIGHT OF 30 <br />FEET FOR STRUCTURES IN PORTIONS OF MAIN STREET OVERLAY AND <br />EXTENDING MASONRY DIVISION EXTERIOR BUILDING STANDARDS TO MAIN <br />STREET DISTRICT, AND BY AMENDING DIVISION 3, "COMMERCIAL DISTRICT <br />REGULATIONS", SUBDIVISION V. "MAIN STREET DISTRICT WITH OVERLAY" BY <br />REQUIRING MAIN STREET DESIGN CERTIFICATES FOR ALTERATION OF <br />EXTERIOR OF STRUCTURES IN MAIN STREET ARCHITECTURAL AREA, AS <br />DESIGNATED HEREIN; CREATING MAIN STREET DESIGN ASSISTANCE REVIEW <br />TEAM FOR REVIEW OF DESIGN CERTIFICATE APPLICATIONS AND PROVIDING FOR <br />RECOMMENDATION TO CITY MANAGER, WITH RIGHT OF APPEAL TO PLANNING <br />AND ZONING COMMISSION; PROVIDING THAT ANY PERSON VIOLATING THE <br />TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY OF A MISDEMEANOR <br />AND UPON CONVICTION SHALL BE FINED IN A SUM NOT TO EXCEED FIVE <br />HUNDRED DOLLARS; PROVIDING FOR THE PUBLICATION OF THE CAPTION <br />
