<br />Minutes of Regular Meeting, Public Hearing and Workshop of City Council on October 12, 2009 <br /> <br />5 <br /> <br />A. Presentation by Clark Condon and Associates on their findings regarding a needs <br />assessment for a community/convention center venue - R. Bottoms <br /> <br />Sheila Condon presented a slide show outlining: Building Program, Master Plan <br />and Site Consideration for a community center/convention center, and highlighted <br />four different options. <br /> <br />B. Discuss options regarding establishing a community/convention center venue - R. <br />Bottoms <br /> <br />Petitions and Remonstrance's reopened: <br /> <br />Charlotte Wells, 3342 Miramar - As a Galveston Bay keeper, showed her concern <br />about preserving the beach. Is concerned about the access to Sylvan Beach, she <br />wants to see more green space. <br /> <br />Ted Powell, 1700 Roscoe - Announced his submission of an application for a <br />National Historical Grant for Sylvan Beach pavilion. Brought other options for the <br />Sylvan Beach Pavilion, which included the interest of a private investor to invest <br />his own money without the help of taxpayers for a substantial amount under what <br />has been previously addressed. <br /> <br />Kathryn Aguilar, 3119 Fondren - reiterated her idea that the city should use the <br />private investor as mentioned by Mr. Powell, by doing so, in her opinion would be <br />the fastest, greenest, most historically way to preserve the Sylvan Beach Pavilion. <br /> <br />Phillip Hoot, 927 Seabreeze - enjoys watching people in the park, suggested <br />metered trails/ walks to be placed in Sea breeze Park. Wants to see the city <br />preserve the waterfront. He questioned the need for a convention center, wants to <br />revamp the Pavilion. <br /> <br />City Manager Ron Bottoms reported that according to the County, the Pavilion <br />would have to be elevated. After meeting with the Commissioner Garcia, she <br />relayed that the County would possibly consider conveying the northern portion of <br />the Park to the city for a new facility. <br /> <br />Councilmember Black suggested that an item be placed on the next Council <br />agenda to notify Harris County of the intent of terminating the lease agreement on <br />the Sylvan Beach Pavilion, to let them decide its future, since they own the <br />building. <br /> <br />12. Close Workshop Meeting and reconvene Regular Meeting <br /> <br />Mayor Beasley closed Workshop Meeting and reconvened Regular Meeting at 7:53 p.m. <br /> <br />13.
