<br />Minutes of Regular Meeting and Workshop Meeting of La Porte City Council on January 25, 2010 <br /> <br />6 <br /> <br />9. Council to consider approval or other action regarding an ordinance amending Chapter 34 <br />"Environment" of the Code of Ordinances by requiring a storm water quality permit for <br />development projects, establishing permit fees, and providing for criminal penalties (Ord. <br />3216) - T. Tietjens <br /> <br />Planning Director T. Tietjens presented summary and recommendation and answered <br />Councils' questions. <br /> <br />Assistant City Attorney Clark Askins read ordinance 3216, AN ORDINANCE AMENDING <br />CHAPTER 34, "ENVIRONMENT", OF THE CODE OF ORDINANCES OF THE CITY OF <br />LA PORTE, BY ADDING ARTICLE VI, "STORM WATER DISCHARGES", AND <br />AMENDING APPENDIX-A "FEES" AND APPENDIX-B, "FINES", OF SAID CODE; <br />PROVIDING FOR THE PENALTY OF A FINE NOT TO EXCEED TWO THOUSAND <br />DOLLARS FOR EACH VIOLATION, AND EACH DAY OF VIOLATION SHALL BE <br />DEEMED A SEPARATE OFFENSE; CONTAINING A SEVERABILITY CLAUSE; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING FOR THE <br />PUBLICATION OF THE CAPTION HEREOF; AND PROVIDING AN EFFECTIVE DATE <br />HEREOF. <br /> <br />Motion was made by Councilmember Black to approve Ordinance 3216 as presented by <br />Mr. Tietiens. Second by Councilmember Mosteit. Motion carried. <br /> <br />Ayes: Leonard, Engelken, Black, Moser, Rigby, Mosteit and Beasley <br />Nays: None <br />Abstain: None <br />Absent: Clausen <br /> <br />10. Close Regular Meeting and open Workshop Meeting. <br /> <br />Mayor Beasley closed Regular Meeting and opened Workshop Meeting at 7:40 p.m. <br /> <br />A. Discuss Code Enforcement in relation to travel trailers, permit fees and blue roofs <br />related to Hurricane "IKE" - D. Wilmore <br /> <br />Building Official Debbie Wilmore discussed Code Enforcement in relation to travel <br />trailers, permit fees and blue roofs related to Hurricane "IKE". <br /> <br />Council directed Ms. Wilmore to use the date of July 9, 2010 for IKE trailer <br />removal and in the letter to FEMA. <br /> <br />Council directed Ms. Wilmore to waive permit fees to IKE related requests until <br />July 9, 2010. After that date, she is to instruct citizens if there are extenuating <br />circumstances they need to discuss with her at least 30 days prior to the July 9, <br />2010 deadline. In addition, Ms. Wilmore is to contact the 18 homeowners who still <br />live in FEMA trailers and provide Council with a report of her findings. <br />
