Minutes of Regular Meeting and Workshop Meeting of La Porte City Council on February 22, 2010 3 <br />WHEREAS; FAILURE TO OBEY TRAFFIC CONTROL DEVICES, SIGNS AND SIGNALS <br />AT INTERSECTIONS CAUSES MANY TRAFFIC CRASHES; AND <br />WHEREAS; THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION STATICS <br />HAVE SHOWN THAT REDUCING SPEED LIMIT AND TRAFFIC CONTROL VIOLATORS <br />PREVENTS CRASHES, SAVES LIVES AND REDUCES NON-FATAL INJURIES WHILE <br />RESULTING IN ECONOMIC SAVINGS TO SOCIETY; <br />WHEREAS; THE SPEED/INTERSECTION TRAFFIC CONTROL STEP INCLUDES <br />PUBLIC EDUCATION AND INTENSIFIED LAW ENFORCEMENT TO GET THE <br />COMMUNITY TO COMPLY WITH SPEED LIMITS AND TRAFFIC CONTROL DEVICES, <br />SIGNS AND SIGNALS; <br />NOW THEREFORE, BE IT RESOLVED THAT THE CITY OF LA PORTE APPROVES <br />THE CITY MANAGER TO EXECUTE ALL DOCUMENTS FOR THE SPEED/ITC STEP <br />GRANT FOR OCTOBER 1, 2010 THROUGH SEPTEMBER 30, 2011; JOINING PUBLIC <br />AND PRIVATE SECTOR LEADERS ACROSS TEXAS SUPPORTING THE CAMPAIGN; <br />URGING ALL RESIDENTS AND VISITORS OF LA PORTE TO ABIDE BY TRAFFIC <br />LAWS, TO PROTECT LIFE AND THE QUALITY OF LIFE IN THIS COMMUNITY. <br />Motion was made by Councilmember Clausen to approve the consent agenda as <br />presented. Second by Councilmember Engelken. Motion carried. <br />Ayes: Engelken, Rigby, Moser, Leonard, Clausen and Mayor Beasley <br />Nays: None <br />Abstain: None <br />Absent: Black and Mosteit <br />Petitions, Remonstrance's, Communications, Citizens and Tax Payers wishing to address <br />Council on any item posted on the agenda (Limited to five minutes) <br />Kathryn Aguilar - 3119 Fondren -requested the city conduct an independent audit on the <br />city's expenditures and revenues. <br />Ted Powell -1700 Roscoe -informed City Council Ms. Crawford attendance was noted in <br />the February 8, 2010 minutes but not when she actually spoke addressing City Council. <br />Matt Novosad, President of the La Porte Police Officer's Association (LPPOA) spoke on <br />behalf of the LPPOA regarding sergeant promotions within the Police Department. <br />Mike Shannahan - 200 S. Virginia -addressed City Council regarding opening of the <br />Town Plaza. He expressed his concerns with noise, lack of restroom facilities/parking and <br />traffic. Mr. Shannahan respectively requested City Council to direct City Staff to postpone <br />opening the park until conducting an analysis on the impact of residents that reside close <br />to the Town Plaza. <br />
