<br />Minutes of Regular Meeting, Public Hearing and Workshop Meeting of La Porte City Council on April 26, 2010 <br /> <br />4 <br /> <br />7. Council to consider approval or other action amending Chapter 66, "Taxation", of the Code <br />of Ordinance of the City of La Porte by adopting new Guidelines and Criteria Governing <br />Tax Abatement Agreements by the City of La Porte (Ord. 3245) - S. Osborne <br /> <br />Economic Development Main Street Coordinator presented summary and <br />recommendation and answered Council's questions. <br /> <br />Assistant City Attorney Clark Askins read ordinance 3245, AN ORDINANCE AMENDING <br />THE CODE OF ORDINANCES OF THE CITY OF LA PORTE BY REPEALING ARTICLE V <br />"GUIDELINES AND CRITERIA GOVERNING TAX ABATEMENT AGREEMENTS BY THE <br />CITY OF LA PORTE", SECTIONS 66-140 THROUGH 66-151 INCLUSIVE, AND <br />REPLACING WITH NEW ARTICLE V "GUIDELINES AND CRITERIA GOVERNING TAX <br />ABATEMENT AGREEMENTS BY THE CITY OF LA PORTE", SECTIONS 66-140 <br />THROUGH 66-151 INCLUSIVE, FOR THE PURPOSE OF ADOPTING NEW <br />REGULATIONS FOR TAX ABATEMENT AGREEMENTS WITH THE CITY OF LA <br />PORTE; CONTAINING A SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Councilmember Mosteit to approve the ordinance as amended. <br />Second by Councilmember Clausen. Motion carried. <br /> <br />Amendments included ordinance number, 3 million dollars and minor grammatical <br />changes. <br /> <br />Ayes: Mosteit, Engelken, Clausen, Leonard and Mayor Beasley <br />Nays: Moser, Rigby and Zemanek <br />Abstain: Mayor Pro Tem Black not present for the vote. <br />Absent: None <br /> <br />8. Council to consider approval or other action authorizing an Agreement with Bay Area <br />Houston Economic Partnership to provide economic development services - S. Osborne <br /> <br />Economic Development/Main Street Coordinator Stacey Osborne presented summary and <br />recommendation and answered Council's questions. <br /> <br />Motion was made by Councilmember Moser to deny the a(:lreement approval and (:live the <br />funds to the Chamber of Commerce. Second by Councilmember Zemanek <br /> <br />Ayes: Zemanek, Leonard, Moser <br />Nays: Mosteit, Engelken, Mayor Pro Tem Black, Rigby, Clausen and Mayor Beasley <br />Abstain: <br />Absent: <br /> <br />City Attorney advised this motion could not be made because the agenda was not posted <br />to discuss or act on funds to be given to the Chamber of Commerce. <br />
