<br />Minutes of Regular Meeting, Public Hearing and Workshop Meeting of La Porte City Council on September 27, 2010 5 <br /> <br />Public Works: Steve Gillett <br />Police Department: Chief Ken Adcox, Sherman Moore and Chris Paige <br />Planning Department: Tim Tietjens, Brian Sterling and Debbie Wilmore <br />Fire: Mike Boaze <br /> <br />Others Present: Karen Rigby, Jeanne Zemanek, Gail Martin, Ted Powell, Kathryn Aguilar, <br />David Janda, Phillip Hoot, Leslie Guzman, Rick Guzman, James Warren, Heavy Fed <br />Gillium, Mr. and Mrs. Rosa, Dottie Kaminski, Darlene Bays, Adam Yanelli, Ted Powell, <br />Marylee Nolley, Tim Aguilar, Randy Woodard, Bob Pizzitola, Ed Matuszak, Mrs. Powell, J. <br />Nolley, Zoe Russell, Colleen Hicks, Stephanie Harris and Scott Kohler. <br /> <br />Mayor Rigby requested item 7 begin again and requested Councilmember Engelken to <br />provide report. <br /> <br />Chairman Engelken provided Council with a report of the final report from Belt Harris <br />Pechacek, LLLP as a result of an agreed upon procedures engagement for the Town <br />Plaza Project fgr;9n9i(' 1I'ldit. <br /> <br />Councilmember Chuck Engelken provided an overview of the audit results and noted there <br />were no actions by the City or EDC that were in obvious violation of statutes or policies <br />and procedures. However, they noted a disparity in the level of documentation available <br />and other opportunities for improvement as indicated in the detailed report. <br /> <br />Mr. Engelken informed the Council he is suggesting the report and findings be forwarded <br />to the District Attorney's Office for additional review. Mr. Engelken noted he wanted the <br />public to have complete faith, trust and confidence in the governing body, City staff and <br />processes and procedures. He also noted some additional policies and procedures need <br />to be implemented as suggested in the report. <br /> <br />Each councilmember was provided an opportunity to ask questions. <br /> <br />It was the consensus of Council to move forward with an action item to vote to accept the <br />report and findings. <br /> <br />Stephanie Harris of Belt Harris Pechacek, LLLP provided City Council with an overview <br />and answered Councils' questions. <br /> <br />Councilmember Engelken noted by sending the item to the District Attorney's Office this <br />would provide another level of review to satisfy the public. He also advised the item would <br />have to be posted on a future meeting and voted on. In addition, the proper means of <br />sending the item to the District Attorney's Office would need to be established. Also, <br />whether or not the Mayor, City Attorney or Police Chief would need to officially submit the <br />item. <br /> <br />Councilmember Moser requested the City Secretary to note in the official record of this <br />meeting that the report provided this evening was not a forensic audit. <br />
