Consider approval or other action authorizing the City Manager to execute an <br /> agreement between the City of La Porte and Waste Management of Texas, Inc., for <br /> Type 1 solid waste disposal — D. Pennell <br /> F. Consider approval or other action authorizing the City Manager to execute a License <br /> Agreement between CenterPoint Energy Houston Electric, LLC and the City of La <br /> Porte, for use of 0.0344 acres of land for the city's bicycle - pedestrian trail — S. Barr <br /> Councilmember Engelken abstained from consent Item F and noted a conflict of interest affidavit <br /> form had been filed with the City Secretary. <br /> Consent Items B and D were pulled for discussion and comments. <br /> Regarding item B, Councilmember Zemanek questioned if the fence would still serve its purpose if <br /> it was not replaced or moved back 20 feet to put in a sidewalk. Don Pennell answered, "Yes." <br /> Regarding item D, Councilmember Martin commented that Leopard Realty has been in the city for a <br /> long time; and he would like to see them also be given an opportunity to conduct business with the <br /> city. <br /> Councilmember Leonard moved to approve Consent Agenda Items A, C, D & E pursuant to <br /> recommendations by City Staff. Councilmember Mosteit seconded. MOTION PASSED. <br /> Ayes: Mayor Rigby, Councilmembers Leonard, Zemanek, Mosteit, <br /> Engelken, Moser, Clausen and Martin <br /> Nays: None <br /> Absent: Councilmember Black <br /> Councilmember Clausen moved to approve Consent Agenda Item B pursuant to <br /> recommendations by City Staff. Councilmember Mosteit seconded. MOTION PASSED. <br /> Ayes: Mayor Rigby, Councilmembers Mosteit, Engelken, Clausen <br /> and Martin <br /> Nays: Councilmembers Moser, Leonard and Zemanek <br /> Absent: Councilmember Black <br /> Councilmember Leonard moved to approve Consent Agenda Item F pursuant to <br /> recommendations by City Staff.
