[Teresa Evans, Planning and <br />Development Director] <br />Mayor Rigby opened the public hearing at 7:06 p.m. Phillip Hoot spoke on the involvernent of the <br />neighboring residents throughout the process as this development was handled by the City. Mayor <br />Rigby closed the public hearing at 7:10 p.m. Mayor Pro Tem Martin moved to adopt Ordinance <br />2021-3848, amending the Code of Ordinances of the City of La Porte, Chapter 106 "Zoning", by <br />granting Special Conditional Use Permit #21-91000004 to allow for a senior living multi-fami[v <br />development on a 5.4-acre tract of land in the Planned Unit Develogment (PUDzoning district the <br />motion was seconded by Councilperson McCaulley: the motion was adopted, 9-0. <br />7. REPORTS <br />a. Receive report on the La Porte Development Corporation Board meeting, [Councilperson <br />Engel:ken,] <br />Councilperson Enigelken shared that the Committee had met, approved a reimbursement payment <br />for $14,140.88 for Snider Transmission, approved a $45,000,00 incentive payment for the <br />refurbishment and renovation at 100 West Main Street, provided direction to staff on the ten-year <br />planning for anticipated fund balance in relation to proposed projects, and set the next meeting for <br />December 13. <br />8. ADMINISTRATIVE REPORTS <br />• Drainage and Flooding Committee meeting, November 8 <br />• La Porte Development Corporation Board meeting, November 8 <br />• City Council meeting, November 8 <br />• Planning and Zoning Commission meeting, November 18 <br />Corby Alexander reminded the Council of the FEMA webinar tornorrow concerning flood insurance <br />and also that he would have staff provide an update on the issues on Crescent Drive. <br />9. COUNCIL COMMENTS Hear announcements concerning matters appearing on the agenda; <br />items of community interest; and/or inquiries of staff regarding specific factual information or <br />existing policy from the Mayor, Councilmembers, and City staff, for which no formal action will <br />be discussed or taken. <br />Councilpersons thanked the staff who were recognized, and all employees, for their many years of <br />service, noting how valuable it was; expressed appreciation to the Rotary Club for their many years of <br />effort to eradicate polio; commended those who received proclamations; thanked the Parks and <br />Recreation Department for their significant parks work so soon after the beginning of the new fiscal <br />year; asked that action be taken on the issues between the Matthews and the Shorts; Councilperson <br />Garza offered to join Mayor Pro Tom Martin in his proposal to put an itern for the Matthews and the <br />Shorts on the agenda; thanked citizens who spoke at tonight's meeting; recounted attending the LPHS <br />Distinguished Alumni presentation last week; noted the Bay Area Habitat for Humanity had met with <br />the City to address issues and focus on their renewal; noted Lubrizol had come to visit to discuss the <br />recent odor incident and efforts to increase communication efforts; celebrated the Eastern Star's 1 00th <br />Anniversary over the weekend; and thanked Lindsay French for her work as the interim Parks and <br />LA N <br />aM <br />......
