INVOCATION — The invocation was given by Clark Askins, Assistant City Attorney, and pledges were <br />led by Councilperson Brent McCaulley. <br />PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />a. Proclamation in recognition of Municipal Clerks Week. [Louis R. Rigby, Mayor] <br />4. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the <br />time may be reduced if there is a high number of speakers or other considerations.) <br />There were no comments. <br />5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in <br />accordance with staff recommendations provided. An item may be removed from the consent agenda <br />and added to the Statutory Agenda for full discussion upon request by a member of the Council present <br />at this meeting.) <br />a. Approve the minutes of the regular City Council meeting held on April 24, 2023. [Louis R. <br />Rigby, Mayor] <br />b. Adopt Ordinance 2023-3928 appointing Clark T. Askins to the position of City Attorney of <br />the City of La Porte, Texas, in accordance with Section 3.05 of the City of La Porte Charter. <br />[Louis R. Rigby, Mayor] <br />c. Adopt Ordinance 2023-3927 denying the application of CenterPoint Energy Houston <br />Electric, LLC, for approval to amend its Distribution Cost Recovery Factor. [Corby <br />Alexander, City Manager] <br />Cl. Adopt Resolution 2023-03 authorizing the City of La Porte to join with other municipalities <br />as part of the coalition of cities, in connection with CenterPoint Energy Houston Electric, <br />LLC application for approval of an amendment to its Distribution Cost Recovery Factor. <br />[Corby Alexander, City Manager] <br />
