Authorize the Mayor to execute an Interlocal Agreement between Harris County and the City <br />of La Porte for local bus transit services with an expenditure of $72,000.00, for a twelve (12) <br />month term. Authorize the City Manager to enter into an Air Monitoring Site Agreement with the Texas <br />Commission on Environmental Quality {TECQ} to continue to locate and operate a <br />continuous air monitoring station at the La Porte Municipal Airport, located at 10937 <br />Spencer Highway, La Porte, Texas. [Matt Daeumer, Assistant City Manager] <br />g. Award Bid #23024, 'Replacement of Centrifugal Blower at Wastewater Treatment Plant <br />Rebid' to Global Wet, LLC in the amount of 141,000.00. [Ray Mayo, Director of Public Works] <br />h. Award Bid #23020, 'Annual Requirements Contract for Liquid Chlorine' to DXI Industries, <br />Inc., not to exceed annual budgeted amounts. [Ray Mayo, Director of Public Works] <br />Mayor Pro Tern Engelken moved to approve items a. b and a -he the motion was seconded by <br />Councilperson Helton. Without objection, the motion was restated as beingfor or approval of items a <br />and d-h and was adopted, 8-0. <br />(Mayor Pro Tem Engelken filed a conflict of interest affidavit for items c and d but left the room at <br />this time and was not present for the discussion or vote on items b-d.) <br />Councilmember Williams moved to approve item b; the motion was seconded by Councilperson <br />Martin; the motion was adopted, 7-0. <br />Councilperson Martin moved to adopt Ordinance 2023-3927 denying the application of CenterPoint <br />Energy Houston Electric. LLC, for approval to amend its Distribution Cost Recovery Factor, the <br />motion was seconded by Councilperson McCaulley; the motion was adopted, 7-0. <br />Councilperson McLarrin moved to adopt Resolution 2023-03 authorizing the City of La Porte to join <br />with other municipalities as part of the coalition of cities, in connection with CenterPoint Energy <br />Houston Electric. LLC aPelication for approval of an amendment to its Distribution Cost Recovery <br />Factor: the motion was seconded by Councilperson Martin: the motion was adopted, 7-0. <br />6. STATUTORY AGENDA <br />a. Presentation, discussion, and possible action to award a community fence grant not to <br />exceed $36,700.00 to the Retreat at Bay Forest North HOA and a community fence grant not <br />to exceed $16,400.00 to Anthony Langston and Suzanne Skie-Azizi for the benefit of Oyster <br />Bay Subdivision, and authorize the City Manager to execute all agreements associated with <br />this project. [Matt Daeumer, Assistant City Manager] <br />(Councilperson McCaulley signed a conflict of interest affidavit before the meeting and did not <br />participate in the discussion or vote on the item for The Retreat.) _Without obiection, the Council <br />agreed to consider the projects separately. <br />Mayor Pro Tern Engelken moved to award a community fence grant not to exceed $36,700.00 to <br />the Retreat at Bay Forest North HOA and authorize the City Manager to execute all agreements <br />associated with this project; the motion was seconded by Councilperson Martin; the motion was <br />adopted 7-0. <br />Mayor Pro Tern Engelken moved to awarda community fence grant not to exceed $16,400.00 to <br />Anthony Langston and Suzanne Skie-Azizi for the benefit of Oyster Bay Subdivision and authorize <br />the City Manager to execute all agreements associated with this project; the motion was seconded <br />by Councilperson McCaulley; the motion was adopted, 8-0. <br />7. REPORTS <br />a.
