Councilperson Helton moved to approve the appointment of Wayne Landin to open seat for the <br />District 1 position on the Planning and Zoning Commission of the City of La Porte, Texas; the <br />motion was seconded by Councilperson Williams, the motion was adopted, 6-3, Councilpersons <br />Martin, McCaulley, and Lunsford voting against. <br />b. Presentation, discussion and possible action to provide administrative staff with direction <br />for potential changes to selection criteria for future and current members of the La Porte <br />Airport Advisory Board; provide nomination and selection of a Councilperson to serve on <br />the La Porte Airport Advisory Board; provide direction on change of Chairperson and <br />Secretary positions and limitations on terms of office; provide direction on meeting <br />frequency. [Ray Mayo, Director of Public Works] <br />The Council considered a number of potential updates; Director Mayo said he would incorporate <br />them into an ordinance to return to the Council. <br />c. Presentation, discussion, and possible action to provide staff direction on possible <br />revisions to the current livestock ordinance and/or the ordinance regulating the number of <br />domestic pets per residence. [Councilpersons Williams, Helton, and Martin] <br />Councilperson Williams moved that the following be included in an ordinance to come back for <br />consideration by the Council. <br />1. The ordinance would only apply to hens, not rooster or male chickens. <br />2. Two chickens per family member. <br />3. Eight chickens maximum per residence. <br />4. Require that all chickens in R1 and R2 zoning districts be confined to a chicken coop of the <br />appropriate size to humanely accommodate the number of permitted chickens. <br />the motion was seconded by Councilperson Helton, the motion was adopted, 9-0. <br />d. Presentation, discussion and possible action to authorize the City Manager to execute a <br />five-year agreement with Flock Group, Inc. (Flock Safety) for eleven (11) fixed -position <br />License Plate Readers at an expense of $8,984.93 for year one (1), and an annual expense <br />of $27,500.00 for year two (2) through five (5), for a total project expense of $118,948.93. <br />[Doug Ditrich, Chief of Police] <br />Mayor Pro Tem Engelken moved to authorize the City Manager to execute a five-year agreement <br />with Flock Group, Inc. (Flock Safety) for eleven (11) fixed -position License Plate Readers at an <br />expense of $8,984.93 for year one (1), and an annual expense of $27,500.00 for years two (2) <br />through five (5), for a total protect expense of $118,948.93, the motion was seconded by <br />Councilperson Bentley, the motion was adopted, 9-0. <br />8. Receive report of the La Porte Development Corporation Board of Directors. [Mayor Pro Tem <br />Engelken] <br />Mayor Pro Tem Engelken reported the Board met, elected a new President and Vice President, <br />conducted a public hearing, set a 60-day public comment period for six other projects, and set the <br />next meeting for December. <br />9.
