<br />• <br />P1INUTES <br />CIVIL SERVICE <br />COMMISSION PIEETING <br />AUGUST 10, 1982 <br /> <br /> <br />PRESENT: Keith Trainer, Weldon Randall, Dexter Joyner, Chief Freeman, <br />John Armstrong, and Mary Davis. <br />ABSENT: None <br />The meeting was called or order by the Chairman, Keith Trainer. <br />The Minutes of the May 21, 1982 meeting were read. Chairman Trainer directed <br />the Civil Service Director to change 1269m to 1269p where, in the minutes, <br />the Commission was discussing overtime. Chairman Trainer then made a motion <br />to accept the minutes as read.. Commissioner Randall seconded the motion. <br />UPDATE ON CURRENT ELIGIBILITY LIST: Chie# Freeman gave an update on the status <br />of the current eligibility list. He reported that, at this time, four candidates <br />remain on the list. A discussion followed and the Commission inquired about the <br />reasons why most of the candidates were rejected. Chairman Trainer wanted to <br />know if the Department's Agility Test was problem with candidates in qualifying <br />for employment as an Officer with our Department. Chief Freeman replied that <br />the Agility Test was a major concern with the 6 foot barrier being the biggest <br />problem. He suggested that John Armstrong go to look over the test course to <br />determine if the physical requirements are appropriate from a legal standpoint. <br />OVERTIME/COMP. TIME POLICY FOR STAFF-LEVEL POLICE OFFICERS: John Armstrong <br />stated that he is still of the opinion that 1269p requires that all Police <br />Officers shall be paid overtime. A discussion followed. The Director informed <br />the Commission that Lt. Powell had asked that the Commission give an opinion <br />as to if the City is supposed to pay overtime to "staff-level" personnel. <br />The Decision of the Commission is not to issue a formal reply to the overtime <br />question unless formally addressed in writing. <br />TCLEOSE STUDY: Chief Freeman gave a report on what is covered in the TCLEOSE <br />Study. The Commission stated that they would like to have a chance to read <br />the Report and then schedule an Executive Session to go over the Study in more <br />detail. <br />There being no further business, the meeting was adjourned at 4:09 P.M. <br />Keith Trainer, Chairman <br />Civil Service Commission <br />~~ ~~ <br />Respectively sub tted, <br />Mary Davis, Director <br />
