• • <br />MINUTES <br />• CIVIL SERVICE <br />COMPdISSION MEETING <br />MAY 21, 1982 <br />PRESENT: Chairman Keith Trainer, Commissioners' Weldon Randall, <br />and Dexter Joyner, Chief Freeman, and Mary Davis. <br />ABSENT: None <br />,~ <br />The meeting was called to order by Chairman Keith Trainer. <br />The Minutes of the April 22, 1982 meeting were read. Commissioner <br />Randall made a motion to accept the minutes as read and Commissioner <br />Joyner seconded the motion. <br />The meeting between the Police Association and Mayor and Council was <br />discussed. Chief Freeman stated that he felt that the meeting was, <br />generally, a success although he did not agree with some of the <br />opinions expressed by the Police Association. <br />Chief Freeman gave an update on the Manpower Study being conducted <br />by TCLEOSE, which will be completed and given to Chief Freeman <br />sometime in July. He centered particularly on Patrol needs, and is <br />going to request four more Police Officers immediately. Chief <br />Freeman requested that the Commission make a formal, written recom- <br />mendation to Council. Commission was in agreement, and felt that <br />it should be noted in the recommendation that, that should Council <br />approve their request for more Police Officers, it would still take <br />a minimum of two months from the time that it is authorized, and the <br />time in which those Officers could be put 'on the street'. <br />Staff-level needs were also discussed and Chief Freeman expressed <br />his intention to talk further with Mr. Bob Berrard (~i:th TCLEOSE) <br />concerning the Departments' organizational structure and the proposed <br />changes set forth in the Manpower Study. <br />Members of the Commission and Chief Freeman discussed the status of <br />the current eligibility list. There are eight people left, therefore <br />the Department can proceed with further testing should Council approve <br />hiring more Police Officers for the Department. <br />The next item on the agenda was a review and discussion of the over- <br />time policy for staff-level Police Officers. 1269 does not make a <br />distinction between Patrol-level Officers and Officers of a higher <br />rank. Pasadena, Baytown, and Galveston overtime policies were com- <br />pared and it was noted that one City (Galveston) complied with 1269m <br />and the others did not, although Baytown is now looking into their <br />policy. Commission felt it would be a good idea to address this <br />question at the TCLEOSE Seminar to be held in June. <br />• <br />
