<br />2005 COMPREHENSIVE PLAN REVIEW COMMITTEE <br /> <br />MINUTES OF JULY 18, 2005 <br /> <br />COMMITTEE MEMBERS PRESENT: Betty Waters, Ed Matuszak, John Tomerlin, David Brady <br />MEMBER ABSENT: Chester Pool <br /> <br />CITY STAFF PRESENT: Planning Director Wayne Sabo, City Planner Masood Malik <br /> <br />1. CALL TO ORDER <br /> <br />Meeting called to order by Chairperson Betty Waters at 7:00 p.m. <br /> <br />2. APPROVE MINUTES OF THE JUNE 30, 2005, MEETING <br /> <br />Motion by John Tomerlin to approve the minutes of June 30, 2005. Second by Ed Matuszak. The <br />minutes were approved as presented. <br /> <br />3. SUMMARY OF THE COMPREHENSIVE PLAN, CHAPTERS 1-6 <br /> <br />Committee Members reported further progress made on their assigned topics. An overview of <br />Parks and Recreation, Planning/ Engineering, and Inspection Division efforts was submitted; <br />however a final draft will be reviewed by City Manager prior to its presentation to the Committee. <br /> <br />The following was noted during the discussion: <br /> <br />. <br /> <br />The language of the Comprehensive Plan is redundant, distorting objectives and goals that <br />should be clear. <br />147 demolitions have been carried out within the last five years. <br />Reagan McPhail will be updating on Chapter 8 next meeting. <br />Consideration is being given to updating the Water Master Plan as well as the Sewer Master <br />Plan. <br />Thoroughfare Plan is under review. Truck routes will most likely require a separate meeting. <br />Discussion of four Main Street District components: <br />~ Design Commission <br />~ Economic Re-structuring <br />~ Promotion <br />~ Organization/ Marketing <br />Evaluation of possible conflicts in land use (Ex: Shaw property, which falls under three <br />different zoning ordinances). <br />Differences in zoning of Main Street District vs. Main Street Overlay area specified. <br />Importance and potential of Heritage Tourism stressed. <br />Possible creation of a Historic District along the bay, made to adhere to very specific zoning <br />restrictions to allow the city to shape the aesthetic mold of the area while preserving local <br />heritage. <br />Other Economic Development efforts were discussed: capitalizing on industry for tourism <br />purposes (industry museum), a Bed and Breakfast zone, etc. <br />Issue of hurricane preparedness was visited, prompting discussion on whether or not the <br />city's current codes would inhibit the re-building process that would take place post-hurricane. <br />Update on actions taken thus far to fulfill Chapter 9 of the Comprehensive Plan: <br />~ OBJ 9.2e- Assisted living apartments planned. <br />~ OBJ. 9.5a- 'E' Street development of a park, providing a buffer. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />
