November 4, 2007 REQUEST FOR QUALIFICATION STATEMENT RFQ No. 08601 PROFESSIONAL ENGINEERING SERVICES CITY -WIDE DRAINAGE STUDY INTRODUCTION The City of La Porte is inviting the submission of Qualifications (RFQ) from AlE consulting firms for Professional Engineering Services for a city-wide drainage study. Recent flooding on a city-wide basis has pointed out the need for a comprehensive study to identify current conditions, identify maintenance responsibilities and provide for short and long-term solutions to flooding problems. THE PROJECT The Project shall consist of preparation of a Drainage Master Plan that will identify problems and provide guidance and solutions for short and long term flood protection, drainage and stormwater management. ANTICIPATED SCOPE OF SERVICES It is anticipated that the following scope of services may be used to develop a contract with the successful Consultant. The City reserves the right to modify the scope as needed to accomplish the project goals. a. Map current watersheds using ESRI format. Identify anticipated surveying. b. Identify ownership and maintenance responsibilities for major channels. c. Review existing city policies and standards and recommend changes. d. Perform assessment of current drainage and flood control conditions and issues. e. Propose short-term solutions to problems. f. Propose long-term solutions; identify responsible agency and probable costs. g. Identify funding sources for floodplain management and infrastructure improvements. h. Prepare and publish a report summarizing the work completed, to be titled "2008 Master Drainage Plan for the City of La Porte". ANTICIPATED SCHEDULE · A draft letter report (Report #1) for Task a. through d. will be presented to the City not later than 30 days after the notice to proceed. · A draft letter report (Report #2) for Task e. will be presented to the City not later than 45 days after approval of Report # 1. · A draft letter report (Report #3) for Task f. and g. will be presented to the City not later than 90 days after approval of Report #2.
