<br />MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE <br />JUNE 24, 2009 <br /> <br />1. Call to Order. <br /> <br />The meeting was called to order by Chairman Mike Mosteit at 5:10 p.m. <br /> <br />Committee Members Present: Chairman Mike Mosteit, Vice Chairman Mike Clausen and Chuck <br />Engelken <br /> <br />Committee Members Absent: Moser <br /> <br />Other Council members Present: None <br /> <br />Members of City Employees Present: City Secretary Martha Gillett, City Manager Ron Bottoms, <br />Assistant City Manager John Joerns, Assistant City Secretary Sharon Harris, Public Works <br />Director Steve Gillett. <br /> <br />Others present: Jim Blackburn, Margaret Compton, Adam Yanelli of Bayshore Sun, John <br />Saavedra of Harris County Precinct 2, John Randolph of Harris County Flood Control, Kim Still, <br />Mac Ouson, Cheryl Westmoreland, Richard and Ellen Winn, Charles Rothmund, Mike Preasek, <br />Charles Nute, and Gary Struzick and Brian Addicks of Klotz and Associates. <br /> <br />2. Consider approval of Minutes of Drainage and Flooding Committee Meeting held on June 3,2009. <br /> <br />Motion was made by Committee member Engelken to approve the minutes as presented. Second <br />by Committee Member Clausen. The motion carried. <br /> <br />Ayes: Mike Mosteit, Mike Clausen and Chuck Engelken. <br />Nays: None <br />Abstain: None <br />Absent: Moser <br /> <br />3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to address the <br />Drainage and Flooding Committee. <br /> <br />Jim Blackburn noted he is an attorney representing Fairmont Park East Subdivision. He requested <br />the committee consider option 4 as a solution. He further noted it was a violation of the <br />Constitution if the city did not consider that option. <br /> <br />4. Receive report from Klotz and Associates on Fairmont Park East and Brookglen Drainage Study. <br /> <br />Gary Struzick of Klotz and Associates provided the committee with an overview of the report <br />regarding Fairmont Park East and Brookglen Subdivision Drainage. At the request of Mr. <br />Engelken, Mr. Struzick covered the Brookglen portion first. <br /> <br />Mr. Struzick recommended the City work with Flood Control to find solutions to the flooding <br />problems in the Brookglen Area. <br /> <br />John Randolph of Harris County Flood Control noted they had completed a survey of slab <br />elevations of homes in Brookglen and determined there is a sheet flow path problem in the <br />subdivision. Mr. Engelken disagreed with Mr. Randolph and stated that there was no problem with <br />drainage if the B112-00-00 channel was not full. Additionally, if this channel is full, B112-02-00 <br />does not drain. <br />
