The meeting was called to order at 6:03 P.M. by President <br />Jerry Bramlett. <br />MEMBERS PRESENT: President Jerry Bramlett, Vice President <br />Rick Matthews, Secretary Claude Graves, and Member Mike <br />Wadsworth <br />MEMBERS ABSENT: None <br />OTHERS PRESENT: John Joerns, Assistant City Manager; Steve <br />Gillett, Director of Public Works; Buddy Jacobs, Assistant <br />Director of Public Works; Dale Conger, Espey, Huston & <br />Associates, Inc. <br />2. The minutes from the January 9, 1989 regular meeting were <br />read. Motion was made by Secretary Claude Graves and <br />seconded by Member Mike Wadsworth to approve the minutes as <br />presented. Motion was unanimous. <br />3. Motion was made by Vice President Rick Matthews and seconded <br />by Secretary Claude Graves to approve payment of Espey, <br />Huston & Associates, Inc. invoice in the amount of Six <br />Thousand Six Hundred Fifty-Six Dollars and Fifty-Two Cents <br />tS6,656.52). Steve Gillett discussed the invoice. Staff <br />recommended payment of the invoice. President Jerry <br />Bramlett asked the percentage of testing completed. Steve <br />Gillett stated all tests are finished with the exception of <br />a small section at Morgan's Point awaiting completion of <br />storage tanks. Motion was unanimous. <br />4. Motion was made by Vice President Rick Matthews and seconded <br />by Member Mike Wadsworth to approve "catch-up" payment to <br />the City of Houston in the amount of One Hundred Eighteen <br />Thousand Seven Hundred Eighty Dollars and Eighteen Cents <br />($118,780.18). Steve Gillett discussed the invoice. Mr. <br />Gillett stated the City of Houston expects change orders <br />will come in Forty-Three Thousand Dollars ($93,000.00) under <br />the budgeted amount. Motion was unanimous. <br />5. Dale Conger stated the contractor is not working currently <br />because the weather has been too wet to do any effective <br />clean-up and until water is in the system to check out <br />instrumentation. Mr. Conger related some minor problems <br />they were having with Turner, Collie, & Braden, Inc. (TC&B) <br />at the meter station at the plant. He stated they are <br />expecting water mid to late March. <br />
