• <br />Page Two <br />Minutes-LPAWA <br />February 13, 1989 <br />6. John Joerns reported that City Council approved the <br />Operator's Agreement between the City of La Porte and the <br />Authority as presented at the January 22, 1990 Council <br />meeting. Steve Gillett reported on the monthly meeting held <br />at the plant. He stated the City of Houston's contractor <br />reported he will be substantially complete March 30, 1990 <br />and have final acceptance May 30, 1990. TC&B feels this is <br />a little unrealistic and they are predicting those dates <br />will be April 30 and June 30, 1990. Mr. Gillett stated <br />there are two outstanding issues that are holding up the <br />completion of the plant. All large diameter pipe at the <br />plant has been put together with couplings and all couplings <br />have been installed without proper coatings and seals. <br />Until this is resolved there can be no pressure testing or <br />disinfection of the plant. <br />Mr. Gillett discussed the Capital Improvements Program the <br />City of Houston is putting together projecting when and what <br />they will need after the start-up of the plant. This <br />projection is very important to the Authority in order for <br />the Authority to retain enough money left over from the <br />bonds to escrow to make capital payments when those <br />improvements come on line. <br />7. President Jerry Bramlett had no report at this time. <br />8. There being no further business, Secretary Claude Graves <br />made motion to adjourn, seconded by Vice President Rick <br />Matthews.
