THE CITY OF LA PORTE MEET & CONFER COMMITTEE MET THE 2nd DAY OF MAY, 2013 AT 3:00 P.M. <br />AT CITY HALL, COUNCIL CHAMBERS, 604 WEST FAIRMONT PARKWAY, LA PORTE, TEXAS. <br />1. CALL TO ORDER <br />The meeting was called to order at 3:07 p.m. <br />Attendees: Corby Alexander, Kenith Adcox, Michael Dolby, Matt Novosad, Marcus Upchurch, <br />Chris Paige, David Huckabee and Tom Barbee. Other attendees included: Steve Deardorff <br />(audience). <br />2. REVIEW AND APPROVAL OF MINUTES FROM April 25, 2013 MEETING. <br />Minutes were reviewed and a motion to approve was made by Ken Adcox to approve 2"d by <br />Matt Novosad, all attendees were in favor. <br />3. OPEN DISCUSSION RELATING TO ITEMS INTRODUCED BY THE POLICE ASSOCIATION AND/OR <br />THE CITY OF LA PORTE, REGARDING COMPENSATION, LEAVE PROVISIONS, WORKING <br />CONDITIONS, AND CIVIL SERVICE PREEMPTIONS. <br />The LPPOA was going to discuss a "Bill of Rights", but stated it was okay to not consider them at <br />this point. <br />The LPPOA discussed -the proposed revisions in the revised agreement and stated that they <br />discussed it with the membership during their meeting and there were no issues. <br />Chief Adcox walked through the highlights of the changes to the agreement: <br />Wording to state that the pay scales will be created by Finance and Human Resources each <br />April based on survey. <br />Article V, "Education", # 3, wording added to allow four or more full years of military service, in <br />lieu of 60 hours college requirement for promotional exam for Sergeant. <br />Article VI, "Promotion to Ranks of Sergeant and Lieutenant", chief reviewed the way seniority <br />points will be added, which are current under Civil Service (#2) and the components of the <br />leadership program (#4), and how points will be applied for participation, once the candidate <br />has successfully passed the promotional exam. <br />Review of addition of probationary period for newly promoted personnel to Sergeant or <br />Lieutenant (#5). <br />Item #.6 was not discussed in detail; only that this provision is added, as Civil Service Law in the <br />Texas Local Government Code Chapter 143, Section 143.035 allows for promotional test option <br />for alternative testing. <br />
