The meeting was called to order by Chairman Doug Latimer <br />at 7:00 P.M. <br />Members of the Commission P~_esent: Chairman Doug Latimer, <br />Members Charlie Doug Boyle, Karl Johnston, Lola Phillips, <br />Bobby Blackwell and Janet Graves <br />Members of the CommissioLn_Absen~: Bruce Hammack <br />City Staff_Present: Assistant City Attorney John Armstrong, <br />Chief Building Official David Paulissen, City Engineer <br />Bob Speake, Director of Community Development John Joerns, <br />and Assistant City Secretary Laura Hall <br />Others Presg~~; H. Carlos Smith, Fred Beck, Mr. Myrl Peterson, <br />• Mrs. Helen McFerran, Mrs. D. Sullivan, Mr. Ed Heron, and 2 <br />other interested citizens. <br />Chairman Latimer announced that it was necessary to suspend the <br />agenda to move Item 6 to Item 2 because of a conflict Mr. Carlos <br />Smith had to attend another meeting. <br />Notion wa~_n~de by_Karl J~~~~ tg~usgend the agenda so that <br />~r.-•-_S~~!~~#~~L44~~~_bscons~dered_ before he_had to lg~ye to <br />~.t~ri~.~.t7.Q~~~Lng.€#~~. Second by Charlie Doug Boyle . The <br />motion carried, 6 ayes and 0 nays. <br />Ayes: Latimer, Boyle, Johnston, Phillips, Blackwell, Graves <br />Nays: None <br />2. The Commission considered the request of H. Carlos Smith for <br />preliminary plat approval of Parkview Terrace Apartments. <br />Mr. Smith stated that the preliminary plat meets with <br />specifications of City requirements for land use and that <br />instead of installing dead-end streets in the complex, cul- <br />de-sacs were being used to increase the land value and make a <br />more pleasant setting for the occupants of the complex. There <br />was some question as to whether or not the cul-de-sacs were <br /> <br />
