The Commission considered the approval of the Thoroughfare <br />Plan. ~~ <br />City Engineer Speake briefed the Commission on the proposed <br />Thoroughfare and Safety Plan components of the <br />• Comprehensive Plan. Mr. Speake restated the objectives of <br />the Thoroughfare Plan approved by the Steering Committee <br />(Found on Page 1-13 of Volume 1) and explained how the <br />proposed Thoroughfare Plan satisfies those objectives. Mr. <br />Speake noted the one change to that plan recommended by the <br />Staff, which was to upgrade North L street to a secondary <br />arterial instead of North H. Staff believes this to be a <br />better route than that recommended by the Consultants. <br />8. The Commission considered the approval of the proposed <br />Safety Plan. <br />Mr. Speake stated that the Safety Plan includes provisions <br />for emergency shelters as well as evacuation routes. The <br />Staff will cover the shelter aspect of that plan the night <br />the Staff briefing on the Community Facilities Plan is <br />presented. Mr. Speake explained the evacuation route <br />system and stated that, at present, route capacity allows <br />the City to be evacuated in four or five hours. When the <br />City has matured, that time may triple. Mr. Speake <br />emphasized the importance of City participation in a <br />regional evacuation plan. <br />9.
