The meeting was called to order by Chairman Andy Wilson at <br />7:02 p.m. <br />Members of the Commission Present: Chairman Andy Wilson, <br />Members Charlie Doug Boyle, Janet Graves, Bruce Hammack and <br />Bobby Blackwell <br />Members of the Commission Absent: Lola Phillips and Karl <br />Johnston <br />City Staff Present: Director of Community Development John <br />Joerns, City Engineer Bob Speake, Chief Building Official <br />David Paulissen, Assistant City Attorney John Armstrong, <br />Executive Secretary Gwen Jackson, Engineering Secretary Tina <br />Anger <br />Others Present: Ms. Adair Sullivan, Decker McKim and several <br />interested citizens. <br />2. STAFF PRESENTATION OF TEXT OF PROPOSED ZONING ORDINANCE. <br />• A staff panel headed by Director Joerns presented an overview <br />of the text of the proposed new Zoning Ordinance. In his <br />opening remarks, Mr. Joerns introduced the other members of <br />the panel: Mr. Randy Walters of Vernon Henry and Associates, <br />consultant and principal author of the text; Assistant City <br />Attorney Armstrong; Chief Building Official Paulissen who is <br />also Zoning Enforcement Officer; and City Engineer Speake. <br />The panel traced the history of zoning in La Porte during the <br />past 25 years, noting that the current ordinance was enacted <br />in 1960 when La Porte had a population of about 1200. Mr. <br />Joerns emphasized the importance of the ordinance text as a <br />major tool to be used in carrying out the comprehensive <br />plan. He illlustrated the enforcement problems with the <br />current ordinance, pointing out the inconsistencies between <br />the text and the "official" map, the problems involved in <br />having insufficient and poorly defined zones, and other <br />problems which have made administration of the current <br />ordinance difficult. Mr. Joerns noted that many of the 90 <br />plus rezonings which have occurred over the years were from <br />residential to commercial; he stated that this was probably <br />because the commercial zone permits the widest variety of <br />uses of any zone and landowners were simply positioning their <br />land for greatest flexibility for resale or development. <br />• <br />
