Mr. Joerns <br />emphasized the great amount of staffwork which has gone into <br />correcting these deficiencies into new ordinance. <br />At this point, Mr. Walters reviewed the process he followed <br />in drafting the text of the new zoning ordinance. He <br />emphasized his involvement with the entire comprehensive <br />planning process and how the text is closely related to the <br />plan. He also stated that the main problem he found with the <br />existing ordinance was not what it said, but what it didn't <br />say. The existing ordinance was very poorly defined <br />Performance Standards to Enable the City to Evaluate <br />Compatibility Between Adjacent Land Uses. It also does not <br />adequately spell out zoning administration procedures, such <br />as maintenance of the zoning map and rules for processing <br />rezoning requests. The new ordinance includes detailed <br />performance standards and carefully defines zoning <br />administration procedures. The administration portion of the <br />ordinance very methodically and logically lays out the <br />process by which to adopt , modify and update the ordinance. <br />Mr. Walters went on to say that the panel also examined the <br />types of uses currently existing within the City of La <br />Porte or anticipated through life of the Comprehensive Plan, <br />and tried to produce as flexible ordinance which would <br />correct current zoning problems and address future needs as <br />well. <br />At this point, Assistant City Attorney Armstrong and Chief <br />Building Official Paulissen presented an overview of each <br />section of the ordinance. (see attached Table of Contents). <br />Closing remarks by Mr. Joerns ended the Staff Presentation. <br />Chairman Wilson commended the staff on the presentation. He <br />stated that a 15 day notice would be needed for a Public <br />Hearing which would make the first available date July 18th. <br />Chairman Wilson then suggested a motion be entertained to <br />conduct the public hearing for July 18th. <br />Motion was made by Bobby Blackwell to set the public hearing <br />for -the -18th of_Ju~.
