• <br /> <br />MINUTES OF LA PORTE PLANNING <br />AND ZONING COMMISSION <br />APRIL 2, 1987 <br /> <br />P and Z Chairman: Doug Latimer call the meeting to order at 7:00 P.M. <br />Board Members Present were: Chairman Doug Latimer , Charlie D. Boyle, <br />Bobby Blackwell, Inge Browder. <br />Staff Present were: David A. Paulissen, Chief Building Official/Zoning <br />Administrator, John Joerns, Asst. City Manager, Leta Brown Inspection <br />Secretary. (John Armstrong, City Attorney,]. <br />Others Present were: Maurice Pierre Goudeau, Nelda Anderson, La Porte <br />Rent-All, Wayne D. Spears, Pastor Fairmont Park Baptist Church, Don B. <br />Hill, Church Architect, 2 Church Members, 1 Interested Citizen. <br />Mr. Goudeau, spoke first on the Special Conditional Use Permit for his <br />Rent-All business at 108 S.Broadway. He stated they rent all types of <br />equipment for light construction, (generators, welding machines ) for <br />home owners and lawnmower repair. <br />Mr. Latimer, closed the Public Hearing on Maurice's request. Then <br />opened the Public Hearing for the Fairmont Park Baptist Church for <br />Special Conditional Use permit to en-large the Church in a Residential <br />Zone. <br />The Pastor Wayne Spears of Fairmont Park Baptist Church was there in <br />regards to the letter of March 2, 1987, that the City sent them with 9 <br />items listed to be clarified. <br />Mr. Paulissen, spoke up and told the Board the only item important to <br />them would be the landscaping and fencing. They understand on the east <br />side of the parking lot there is a fence to be put up between them and <br />the residential housing. There are only 2 lots that aren't fenced and <br />they will do that. <br />Don Hill, the architect for the Church was introduced by the Pastor A <br />discussion was held on the parking lot fencing & screening. They were <br />concerned with the safety factor for night meetings and the Police <br />Department would have to go into the lot instead of driving by it. <br />A concerned Citizen spoke & stated that he has 2 Children that attend <br />the church and they are there many days of the week and he considers <br />the screening a safety factor. <br />.. <br />
