• • <br />Planning & Zoning Minutes <br />• Meeting of August 20, 1987 <br />Page 2 <br />Next item was to consider approving the Special Conditional Use <br />Permit for Wayne Knox. At this time Mark Lewis, City inspection, <br />presented to the Commission the facts concerning the request. Mr. <br />Lewis stated that the Staff recommends that this request be granted. A <br />motion was made by Inge Browder and seconded by Bobby Blackwell to <br />approve the request. Motion carried unanimously. <br />The First Assembly of God Church request was presented to the <br />Commission next by Mr. Lewis. Mr. Lewis said that the Church meets all <br />the requirements and again Staff recommends the permit be granted. <br />A motion was made by Jack Gresham and seconded by Charles Boyle to <br />approved the request of the Church. Motion carried unanimously. <br />Item No. 7 - Proposed sign ordinance was next on the agenda and was <br />presented by Joel Albrecht, Dir. of Community Development. Mr. <br />Albrecht, speaking on behalf of the City Manager and the City Council, <br />requested the P & Z Commission to initiate a study/draft for a sign <br />ordinance. Council feels that now is the time to start developing a <br />sign ordinance for the City of La Porte. This will deal with all types <br />of signs,(i.e., billboards, business, portable, advertising, commercial <br />• type). It was suggested that we try to obtain copies of sign <br />ordinances from other surrounding cities and use them as a guideline. <br />Next item was to begin discussion and the six (6) month review of <br />required updates to the Zoning ordinance, map and development <br />ordinance. Each member of the Commission was given a 13 page text of <br />the zoning ordinance review to read over and study. Mark Lewis went <br />over each item with the Commission and explained the changes necessary <br />or required, clarifications, and typos. <br />The Commission decided to review the text and be ready to start <br />making the corrections necessary at the next P & Z meeting on September <br />3, 1987. <br />Administrative Reports - Mr. Latimer addressed the land request <br />that was made by J.P. Jackson. He wanted to get the reaction of the <br />Commission as to how they felt on what City Council did by approving <br />the above mentioned request after they had turned it down. Most of the <br />members felt as if this was their obligation and that Council had over <br />turned their decision. They felt as if this was "spot zoning" and that <br />was something the Commission was trying to stay away from doing. The <br />Commission still felt that they did their job correctly and that was <br />all they could do. <br />John Armstrong, Asst. City Attorney, assured the Commission that <br />• the City Council felt that P & Z had done the right thing in their <br />decision. <br />
