<br />PLANNING ~ ZONING MINUTES <br />MEETING 'OF 4-6-89 <br />PAGE 2 'OF 5 <br />At this point Mr. .Gwaltney said he did not know the procedure or <br />what had to be done in order to get this zoned "R-1". He asked <br />the Commission what needed to be done row and also if it would be <br />feasible to get a petition signed by citizens of the area. Mrs. <br />Graves informed him that the meeting tonight was to discuss the <br />classifications for the entire area and that they would not be <br />voting. Mr. Armstrong stated that there was one regulatory <br />ordinance, Ordinance No. 811, that is in effect at this time. The <br />ordinance is not a zoning ordinance, but it does regulate mobile <br />home parks. This ordinance (No. 811) has regulations that are not <br />zoning regulations involved. Even if the determination is made <br />that there is "grandfathering" for the use of mobile home parks, <br />Ordinance No. 811 would still apply as a regulatory ordinance and <br />that part might alleviate some of the concern of the mobile home <br />parks. <br />BREAK: 7:15 - 7:25 <br />Pleeting was called back to order by Mrs. Graves and she expressed <br />• her appreciation for everyone attending the meeting and showing <br />their interest. Mrs. Graves said she felt the Commission could <br />work with each one's concerns and would do so to the best of their <br />ability. At this point she turned the meeting over to Joel <br />Albrecht, Director of Community Development for staff's input. <br />Staff's preliminary analysis of the Comprehensive Plan issues <br />pertaining to BayMUD have been broken into four areas for the <br />purpose of discussion. Mr. Albrecht went over each area with <br />staff's preliminary proposal for zoning. <br />AREA I: Approximately 225 acre tract which is primarily <br />undeveloped. This area fronts on South Broadway where there are <br />several small commercial uses and extends west to the city limits, <br />a small industrial tract is located at McCabe Road and the western <br />City limits. The bulk of this tract lies within a flood zone and <br />has an "A" zone designation. <br />La Porte's Land Use Plan designates the property north of McCabe <br />Road and east of Hwy. 146 as mid to high density residential, west <br />of Hwy. 146 as Industrial and Commercial/Industrial. The zoning <br />classifications overlaying the land use designations are PUD <br />between Hwy. 146 and the Forest View Mobile Home Park, and "R-3" <br />between the mobile home park and South Broadway. The Forest View <br />Mobile Home Park is zoned hI.H., Manufacturing Housing. <br />The land use designations presently proposed for Area I are as <br />folows: Mid to High Density Residential is proposed for <br />approximately 60~ of this area. <br />
