<br />• MINUTES <br />PLANNING & ZONING COMMISSION MEETING <br />FEBRUARY 21, 1991 <br />Members Present: Chairman Inge Browder, Commissioners Betty Waters, Lola <br />Phillips, Eugene Edmonds, Wayne Anderson, Doug Martin <br />Members Absent: Commissioner Paul Schaider <br />City Staff Present: Assistant City Manager John Joerns, Director of Community <br />Development Joel Albrecht, Building Official Ervin Griffith, <br />Community Development Secretary Nina Browning, Assistant <br />City Attorney John Armstrong <br />Others Present: Ed Noonan with Chicago Planners, Maury Stiver with Stiver <br />Engineering, Mark McKim with Decker McKim Realty, Bruce <br />Binkley of Houston, Texas and 25 La Porte citizens. <br />1) CALL TO ORDER <br />Meeting was called to order by Inge Browder at 7:00 PM. <br />• 2) APPROVE MINUTES OF NOVEMBER 19,1990, SPECIAL CALLED MEETING. <br />A motion was made by Betty Waters and seconded by Lola Phillips to approve the <br />minutes as submitted. All were in favor and the motion passed. <br />3) OPEN PUBLIC HEARING TO CONSIDER SPECIAL CONDITIONAL USE <br />PERMIT REQUEST #SCU91-001. THE PURPOSE OF THIS REQUEST IS TO <br />ALLOW DEVELOPMENT OF A BOAT/TRAILER/RECREATIONAL VEHICLE <br />STORAGE FACILITY. THE PROPOSED FACILITY IS TO OCCUPY BLK. <br />#199; TOWN OF LA PORTE, WHICH IS ALSO DESCRIBED AS BEING IN <br />THE 100 BLOCK OF SOUTH BROADWAY. <br />Mrs. Browder turned the floor over to Mr. Albrecht. Mr. Albrecht stated that this <br />was a request by Mr. Bruce Brinkley, owner of the property, to allow development <br />of a facility to be used for storage of boats, trailers and recreational vehicles. For <br />the past several years, the property has been vacant and unused. The requested <br />Special Conditional Use Permit is being sought under the provisions of the Zoning <br />Ordinance Section 6-400, Table A. This table lists "Outdoor Storage" as a <br />Conditional Use. In order to comply with ordinance requirements, it appears that <br />some revision of the development plan will be necessary. The screening from <br />abating residential uses is not applicable to this request, this location does not <br />directly abut any residential zone or use. The screening of the storage area states <br />that the storage area must be screened from public rights-of--way, this condition must <br />• be met. <br />
