The current surfacing appears to be gravel or shell and is partially covered <br />by grass. It must be determined whether this existing surface satisfies ordinance <br />conditions. The lighting requirement requires that lighting be directed inward onto <br />the property and away from adjoining property and rights-of--way. Although the <br />applicant's proposal does not indicate any yard lighting, there will almost certainly <br />be some form of security lighting on the property. <br />Mr. Albrecht stated Section 10-609 requires a minimum of four off-street parking <br />spaces for this type of use. The spaces cannot be located on the rights-of--way as <br />noted on the proposal, but must be located on the applicant's property. The building <br />location noted does not meet the setback requirements of Section 6-500, Table B. <br />The setback requirements are Front - 20 feet, Rear-10 feet, Side (adjacent to RO- <br />W) - 10 feet. <br />Section 10-605 specifies that commercial driveway widths be between twenty and <br />twenty-five feet. The gate and fencing proposed by the applicant appear to satisfy <br />this requirement. <br />Mr. Albrecht stated the Planning & Zoning Commission has three options to <br />• consider besides any additional requirements they might want to place on the <br />property. The options are (1) recommend City Council approval to the Special <br />Conditional Use permit, as requested by the applicant and subject to the conditions <br />required by the Zoning Ordinance on screening, or approval with additional <br />conditions, (2) recommend denial of the request, (3) table the request. <br />Mr. Albrecht stated should this request be granted, the applicant must submit for <br />review and approval a Certified Site Plan and Building Permit application. Approval <br />of both is required before the facility can be developed. These approvals are <br />contingent on compliance with all applicable conditions and City Ordinance <br />requirements. <br />PROPONENTS: <br />Mr. Bruce Binkley -applicant - 4801 Woodway Dr. Suite 300 East, Houston, Texas <br />77063.
