Required Licenses: <br />Houston Shell & Concrete has applied for and received <br />a permit exemption for plant operation from the Texas <br />Air Control Board (see Exhibit D). The supporting <br />documentation for this letter is in staff's file and is <br />available for the Commission's review. This letter <br />constitutes State approval for operation of this plant. If <br />this request is approved, a City Zoning Permit will also <br />be required. <br />E. Availability and Adequacy of Public Services: <br />There is no potable water or sanitary sewer service to <br />this tract; nor are there water or sewer lines in a <br />location to be readily extended to this site. Electric <br />• service is available. The applicants propose to utilize an <br />existing 4" well to provide water for process and sanitary <br />needs. Bottled water is to be provided for drinking. <br />There is additionally, no water available for fire <br />protection. The applicant's request has been reviewed <br />by the City's Fire Marshall and Fire Chief. In their <br />opinion, the proposed plant and its operation should not <br />provide a significant degree of fire hazard. They, <br />therefore, based on fire protection needs, have no <br />objection to approval of the requested permit. <br />Regarding sanitary needs, staff would recommend as a <br />condition of permit approval, the applicant be required <br />to install an on site septic system for employee restroom <br />facilities. <br />F. Loading Berths: <br />This facility has no loading berths as such. The loading <br />chute and material silos are located in a manner that <br />will allow trucks to load, unload, and maneuver on site. <br />• There should be no interference with traffic on Strang <br />Road. <br />
